Vietnam Social Security (BHXH) said that in the context of rapid and sustainable development requirements, administrative procedure reform continues to be identified as a breakthrough.
The deployment of the VssID - digital social insurance application has created a clear shift in administrative reform.
Through this application, participants can monitor the contribution - benefit process, look up health insurance card information, use electronic card images when medical examination and treatment, as well as perform some online public services right on mobile devices.
In addition, Vietnam Social Security has also reviewed, cut, and simplified many administrative procedures, shortening the processing time for regimes such as sickness, maternity, retirement, unemployment...
Vietnam Social Security also said that, implementing digital transformation associated with administrative procedure reform, Vietnam Social Security has regularly reviewed, cut and simplified administrative procedures, currently there are about 25 procedures; and at the same time promoted process restructuring towards electronicization, replacing paper records with digital data.
The implementation results show clear effectiveness: in 2025 alone, the entire system received nearly 149.9 million dossiers for resolving administrative procedures, of which 136.4 million dossiers were processed through electronic transactions, accounting for about 91%, an increase of 2% compared to 2024. This not only significantly reduces the time and cost of processing procedures but also enhances publicity and transparency in dossier resolution.
Notably, the implementation of inter-connected public services under Project 06 has created a strong shift in service methods.
To date, the Vietnam Social Security system has processed more than 4.2 million inter-agency dossiers, including about 2.6 million dossiers for issuing health insurance cards for children under 6 years old and more than 1.53 million dossiers for resolving sickness, maternity, and health recovery regimes.
Along with that, the application of digital technology in health insurance medical examination and treatment and payment of regimes has also achieved many positive results.
Currently, 100% of medical facilities have implemented the use of chip-based citizen ID cards in health insurance medical examination and treatment, with hundreds of millions of successful information lookups.
The rate of pension and social insurance allowance payments through personal accounts reaches over 88%, contributing to improving convenience, safety and transparency," Vietnam Social Security emphasized.
BHXH also said that as of the end of March 2026, the entire system has resolved and paid 3.67 million people receiving pensions and death benefits; 72 thousand people receiving labor accident and occupational disease benefits; 2.2 million people receiving sickness, maternity, health recovery benefits and about 120 thousand people receiving unemployment insurance benefits.
Not only stopping at cutting procedures, Vietnam Social Security is gradually completing the digital ecosystem, building a centralized database, connecting with the National Population Database with an authentication rate of over 99%, towards using a unified personal identification number in management.
In the coming time, continuing to improve digital infrastructure, improve service quality and staff, along with expanding connections and data sharing will be key factors.
When procedures are simplified, processes are digitized and services are provided more conveniently, people and businesses will easily access policies, thereby increasing satisfaction and strengthening confidence in the social security system.
