ADB surveys flood control project along the Red River worth more than 13,200 billion VND in Lao Cai

The project to overcome and handle flooding and waterlogging along the Red River in the central area of Lao Cai province and surrounding areas is expected to have a total investment of over 13,200 billion VND.

On July 28, the working delegation of the Asian Development Bank (ADB) in Vietnam, led by Mr. Shantanu Chakraborty, had a working session with the People's Committee of Lao Cai province on projects expected to be cooperated in the coming time.

At the working session, the two sides exchanged views on 4 key projects that Lao Cai province proposed to use loans and ADB support.

The Lao Cai province's sustainable infrastructure and urban development project has a total investment of about 2,669 billion VND (111.2 million USD), of which ADB loans are expected to be 75 million USD and 3 million USD of non-refundable aid.

The project includes items to upgrade Bac Ha urban infrastructure, Sa Pa - Sau Chua - Hau Thao road and many connecting traffic routes such as Trinh Tuong - Y Ty, Provincial Roads 152, 153 and 155.

Lao Cai province also proposed a project to develop sustainable agricultural economy and tourism for ethnic minorities with a total investment of about 4,256 billion VND, of which ADB loan is expected to be 127 million USD, loan term of 30 years (7 years of grace period).

The project focuses on investing in irrigation and transportation projects, contributing to the development of production and tourism in ethnic minority areas.

One of the projects identified by the locality as urgent is the Project to overcome the flooding situation along the Red River in the central area of Lao Cai province and surrounding areas, with a total investment of 13,269 billion VND, implemented in the 2026-2031 period.

The project is expected to build about 20 km of Red River embankment, renovate 25 km of drainage system, build pumping stations and handle flooding points in many wards and communes.

The province also proposed an investment, renovation, upgrading, and expansion project for Lao Cai Provincial General Hospital No. 1 with a total capital of about 2,600 billion VND, of which ODA capital is expected to be mainly used to invest in modern medical equipment.

Speaking at the working session, Vice Chairman of Lao Cai Provincial People's Committee Phan Trung Ba thanked ADB for accompanying Lao Cai for more than 20 years and proposed to continue supporting the province in implementing infrastructure, health, climate change adaptation and sustainable development projects.

According to Mr. Phan Trung Ba, the projects will contribute to completing the transport infrastructure system, increasing the connectivity of economic and tourism centers, while solving urgent problems such as flooding in the central area and improving the local medical examination and treatment capacity.

Assessing the province's proposals, Mr. Shantanu Chakraborty said that ADB is ready to coordinate and support the next steps to promote the progress of projects.

Regarding the flood control project along the Red River, ADB representatives affirmed their willingness to support Vietnam and Lao Cai province in developing response solutions to mitigate the impacts of climate change.

Previously, on the afternoon of July 27, the ADB working delegation conducted a field survey of the Project to overcome and handle flooding and waterlogging along the Red River in the central area of Lao Cai province and surrounding areas in Tran Yen commune and Yen Bai ward.

The ADB working delegation believes that overcoming and handling the flooding and waterlogging situation along the Red River in the central area of Lao Cai province and surrounding areas is very necessary for people's lives.
