Lao Cai supplements scenario for extreme natural disaster response

Lao Cai - The Chairman of the Provincial People's Committee has just issued an official dispatch reviewing and updating natural disaster response plans in the last months of 2026.

According to the direction of the Chairman of Lao Cai Provincial People's Committee, the People's Committees of communes and wards must review and adjust response plans in accordance with the two-level local government model and the actual conditions of each area.

In which, localities need to supplement scenarios for responding to extreme natural disaster situations; complete evacuation plans for people according to the "4 on-site" motto; fully prepare forces, vehicles, supplies, and equipment to serve disaster prevention and control and search and rescue work.

Notably, the Provincial People's Committee requested to ensure that disaster warning information is transmitted promptly to people, businesses and tourists, and at the same time develop a plan to transmit information in areas with unstable phone and internet signals.

For the armed forces, the Provincial Military Command and Provincial Police are responsible for reviewing and updating plans to mobilize forces, vehicles, and equipment to participate in responding to incidents, natural disasters and search and rescue; clearly identifying mobile forces, areas in charge, march routes, gathering locations and support plans when situations arise.

The Department of Construction is assigned to review traffic assurance plans, traffic diversion, warning and overcoming landslides, flooding, and congestion on roads; identify locations at risk of being cut off, and at the same time prepare personnel, machinery, and materials to be ready to open temporary roads and restore traffic when necessary.

The Department of Industry and Trade directs hydropower project management and operation units to review emergency response plans, protect dams, reservoirs and downstream areas; inspect the operation of warning systems, and provide information to the government and people.

Along with that, proactively plan to ensure sources of goods, food, foodstuffs, fuel and essential items to serve relief work.

The Department of Health reviews plans to ensure human resources, medicines, chemicals, medical equipment and emergency forces; proactively prevent and control epidemics, treat the environment, ensure clean water and take care of people's health in evacuated areas or areas affected by natural disasters.

The Department of Education and Training directs educational institutions to develop plans to ensure safety for students, teachers and facilities; be ready to arrange schools that meet the conditions to be evacuated and sheltered when mobilized.

The Department of Agriculture and Environment directs irrigation works management units to inspect emergency response plans, protect dams, reservoirs and downstream areas; review the operation of the warning system, ensuring full information to the government and people in the affected area.
