The first province to launch the "AI for All" model
As the first province to launch the "People's AI Learning" model nationwide, since October 2023, the Department of Information and Communications of Yen Bai province has piloted it at a number of agencies and units in the area to encourage people to participate in learning, sharing, and spreading knowledge and experience about AI to apply in real life.
Mr. Nguyen Thuc Manh, Deputy Director of the Department of Information and Communications of Yen Bai province, said that after summarizing experiences from digital transformation models, the Department established a Coordination Team, assigned clear tasks, urged and supported the work. The Department also organized training, shared documents, lectures and instructional videos on AI for core members.
According to Mr. Manh, before the pilot implementation of the model, participants' awareness of knowledge and skills in using AI was limited. However, after implementing the model, participants' awareness and basic knowledge of AI were significantly improved. Officials, civil servants, citizens, and businesses have realized the potential of AI in supporting labor productivity improvement. The level of interest and participation of learners has also increased significantly, demonstrated through their active participation in the training sessions.
In terms of skills, learners have been exposed to and developed basic AI tool skills through tutorials and shared documents. Program participants have learned how to use AI tools to process and create products in the form of characters (text), images, and videos easily; and have learned how to control and apply AI in their daily work.
According to a quick survey by the Department of Information and Communications, over 30% of core force members use AI daily; nearly 40% use it at least once a week.
“Thanks to AI applications, some business owners know how to design communication products, analyze and search for target customers, thereby increasing revenue 4 times (Cooperative Niem Mo Camsite Suoi Giang, Mr. Tua Phinh Ho...). Teachers who used to spend several hours every day preparing textbooks now, thanks to AI, can still have quality lectures in just a few minutes (Nguyen Tat Thanh High School for the Gifted, Nghia Lo High School; Chu Van An High School...). Or in the medical field, through AI, doctors can apply to diagnose and treat diseases and monitor people's health" - Deputy Director of the Department of Information and Communications of Yen Bai province said.
Wherever there is electricity and waves, AI can be applied.
Speaking with Lao Dong Newspaper, Mr. Tran Huy Tuan - Secretary of Yen Bai Provincial Party Committee highly appreciated the application of AI by departments, branches and localities to improve productivity, quality and work efficiency.
“Currently, officials know how to use AI to support their working skills, write reports, give presentations, and compile propaganda content. AI also converts Hmong, Tay, Thai, and Dao languages into Kinh or converts speeches from Kinh to ethnic minority languages so that people can listen and understand. Thereby, promoting the government, officials, and people to be closer together,” said the Yen Bai Provincial Party Secretary.
According to Mr. Tuan, Yen Bai also has the YenBai-S application for people to ask and answer questions about the law. Previously, they had to wait to meet voters or report to the neighborhood group before they could make a request, but now people can immediately report information to the authorities. Wherever there is electricity and signal, people can access technology, 100% of opinions are recorded and answered.
“It is very necessary to popularize basic AI platforms for people, especially in remote areas. The government will support people to exploit and use AI safely and effectively to accelerate the digital transformation process, promote socio-economic development, improve labor productivity, and make each person happier,” the Yen Bai Provincial Party Secretary shared.
Mr. Nguyen Trung Hieu - Deputy Director of Yen Bai Provincial Department of Health - said: "With the goal of improving the quality of medical services, the Department of Health has deployed a series of digital solutions, including the Ambulance Map system, the Electronic Map of Medical Staff, as well as utilities such as scheduling medical examinations, vaccinations, and blood tests. All are integrated on the YenBai-S application of the province to help people easily interact with the health sector".
