Will replace weak contractors
According to the Dak Lak Provincial Traffic Construction and Rural Development Project Management Board (abbreviated as Dak Lak Project Management Board), in 2024, the unit will manage and supervise the construction of 26 projects and works. Of these, there are 16 traffic works and 10 agricultural works.
Mr. Nguyen Tai Minh - Deputy Director of Dak Lak Project Management Board said: "In 2024, the unit was allocated 2,212 billion VND of public investment capital (from central and local sources) to implement key projects. By December 31, 2024, Dak Lak Project Management Board had disbursed 1,716 billion VND, reaching a rate of 77.58%. Major traffic projects such as Khanh Hoa - Buon Ma Thuot Expressway were implemented on schedule. This is a great effort of the investor as well as contractors because in the past year we had to face many difficulties and challenges".
According to Mr. Minh, in 2025, the board will be allocated nearly 3,150 billion VND to implement local projects. Because this is the last year of deploying capital for the medium-term period of 2021 - 2025, the pressure is very great. The Dak Lak Provincial People's Committee requires that we try to disburse 100% of the allocated capital. The biggest difficulty at this time is the extreme weather, erratic rain and sunshine affecting the construction process. The process of compensation and site clearance also faces difficulties in determining crop compensation prices for people...
"To effectively disburse capital, we will continuously urge contractors to increase 3 shifts and 4 shifts during the dry months. Weak contractors will be replaced and the construction volume will be transferred to other units. In 2024, we have replaced a number of contractors and transferred construction packages to other units to ensure project progress," Mr. Minh added.
Mr. Dang Tho Dan - Head of Traffic Project Management Department (under Dak Lak Project Management Board) said that this year, we will continue to deploy packages 3 and 4 of the Ho Chi Minh Road project, the section bypassing the East of Buon Ma Thuot City for acceptance and put into use in the third quarter of 2025.In addition, there is also package 2 of the project to renovate and upgrade Provincial Road 1...These are two particularly important projects that need urgent disbursement.
"These are all important projects that, when completed and put into use, will contribute to changing the local traffic infrastructure" - Mr. Dang Tho Dan - Head of Traffic Project Management Department (under Dak Lak Project Management Board) added.
Some limitations need to be overcome
Speaking with Lao Dong Newspaper, Mr. Pham Ngoc Nghi - Chairman of Dak Lak Provincial People's Committee stated that 2025 is the last year of disbursement of public investment capital in the medium-term period of 2021 - 2025. The Provincial Party Committee and Provincial People's Committee will closely monitor the capital disbursement situation to promptly give drastic instructions and immediately remove difficulties and obstacles in the implementation process.
In order to effectively disburse investment capital, the Chairman of the Dak Lak Provincial People's Committee specifically requested relevant units to strengthen supervision, inspection of progress and quality of projects using public investment capital, and at the same time, strictly handle organizations and individuals with violations in the management and use of public investment capital.
Public investment projects must be open and transparent in all stages from contractor selection, construction implementation to acceptance and final payment. The use of public investment capital must ensure efficiency and avoid waste.
"With the efforts of the entire political system, the direct supervision and direction of the Provincial Party Secretary and Chairman of the Provincial People's Committee, I believe that in 2025, the province will strive to disburse public investment capital in key traffic projects. In particular, special attention will be paid to the Khanh Hoa - Buon Ma Thuot expressway" - Chairman of the Dak Lak Provincial People's Committee shared more.
