According to the Project, the implementation of decentralization aims to clearly define the tasks, powers, authorities and responsibilities between the Provincial People's Committee and the District People's Committee, Commune People's Committee, and specialized agencies under the Provincial People's Committee.
Along with that, strengthen inspection, examination and supervision of the implementation of state power closely, contributing to building a professional, modern, clean, effective and efficient provincial administration serving the people.
According to the Project, it will continue to implement 17 contents that have been decentralized and authorized by the People's Committee of Bac Ninh province to the People's Committees of districts, towns and cities; People's Committees at commune level and specialized agencies under the Provincial People's Committee.
At the same time, propose the People's Committee of Bac Ninh province to add 39 contents of decentralization and authorization to the People's Committees of districts, towns and cities; People's Committees at commune level and specialized agencies under the Provincial People's Committee.
The Department of Home Affairs shall preside over and coordinate with relevant departments, branches, localities and units to strengthen dissemination, propaganda and create consensus throughout the political system on the implementation of the policy of promoting decentralization of state management.
Along with that, enhance the responsibility of leaders of the team of cadres, civil servants and public employees in implementing policies, laws and organizing law enforcement.
Review, amend, supplement, replace and perfect regulations to implement decentralization; ensure resources to perform decentralization tasks.
Implement decentralization in conjunction with promoting administrative reform; focus on reviewing, reducing implementation time and simplifying administrative procedures, especially those related to people and businesses.
As one of the industrial capitals of the North, Bac Ninh has the advantage of being located in the key economic triangle of Hanoi - Hai Phong - Quang Ninh and is the northeastern gateway of the capital.
This locality currently has 8 district-level administrative units, including 4 districts, 2 towns and 2 cities; 121 commune-level administrative units, including 66 communes, 50 wards and 5 towns.
