The Government requires effective implementation of resolutions of the National Assembly Standing Committee on plans to rearrange administrative units at district and commune levels.

On January 25, the Government Office issued Notice No. 25/TB-VPCP on the conclusion of the Government's Steering Committee for Administrative Reform at the 9th meeting on January 15, 2025.

Accordingly, the Steering Committee requested to review and propose plans to restructure the organizational structure of agencies and units according to the direction of the Central Steering Committee, ensuring streamlining, efficiency and effectiveness.

Review and issue documents within authority and submit to competent authorities for issuance of documents to implement the National Assembly's Resolution on handling legal contents related to the apparatus organization to ensure the normal operation of the agency or unit after the apparatus arrangement.

Complete legal regulations to promote decentralization and delegation of power, and improve coordination between levels and sectors in performing state management tasks.

Effectively implement resolutions of the National Assembly Standing Committee approving plans to reorganize administrative units at district and commune levels.

Strictly control and cut down, simplify administrative procedures, reduce inconvenience and costs for people and businesses right from the stage of drafting legal documents.

Focus on successfully piloting the model of one-level public administrative service centers under the provincial People's Committee in 5 localities.

Develop, issue, and effectively implement outstanding mechanisms and policies to address policies for cadres, civil servants, and public employees after restructuring the organizational apparatus, ensuring harmony and leaving no one behind.

At the same time, issue strong enough policies to attract and retain talented people to work in state agencies.

Synchronously deploy solutions to improve discipline, administrative order, improve the quality of public service performance and improve the quality of service to people and businesses.

Resolutely and strictly handle violations of discipline and administrative order, ensure strictness in law enforcement and strengthen people's trust.

Strengthen the integration of utilities on the Electronic Identification Application (VNeID); focus on reviewing and re-evaluating the quality of online public services being provided on the Administrative Procedure Information System at the ministerial and provincial levels and integrate and provide them on the National Public Service Portal.

Promote digitalization and data reuse; promote the implementation of Project 06 to facilitate people and businesses in carrying out administrative procedures.
