On behalf of the Politburo, Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 118-KL/TW on adjusting and supplementing a number of contents of Directive 35-CT/TW dated June 14, 2024 of the Politburo on Party congresses at all levels, towards the 14th National Congress of the Party.
This adjustment and supplement aims to implement the Central Government's policy on streamlining the organization and apparatus of agencies and units in the political system.
According to Conclusion No. 118-KL/TW, the number and structure of the standing committee of the commune-level Party Committee are adjusted and supplemented in the direction of increasing the number of standing committees of the commune-level Party Committee from 5 to 7; the orientation of the standing committee structure in addition to the positions mentioned in Directive 35 is to add the position of Vice Chairman of the People's Committee at the commune level.
For Party Committees and Party cells that are expected to end their operations, no congress will be held for the 2025-2030 term.
For newly established, consolidated, and merged Party Committees and Party cells, the congress will be held with two contents: summarizing the implementation of the Party Committee and Party Cell Congress resolutions for the 2020-2025 term (if any) and determining the directions, tasks, and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents of the 14th National Party Congress and documents of the congresses of the directly superior Party Committees.
The Standing Committee of the immediate superior Party Committee shall directly appoint the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman and deputy chairman of the inspection committee of the immediate superior Party Committee for the 2025-2030 term; allocate the number and appoint delegates of these Party Committees and Party cells to attend the congress of the immediate superior Party Committee.
Party committees and branches that are not subject to termination of operations, new establishment, consolidation or merger must organize congresses according to Directive No. 35-CT/TW.
On June 14, 2024, the Politburo issued Directive No. 35-CT/TW on Party congresses at all levels towards the 14th National Party Congress, which stipulates the number and structure of Party committee members and standing committee members for Party committees of communes, wards and towns for the 2025-2030 term:
“The number of Party Committee members shall not exceed 15 comrades; the Standing Committee shall not exceed 5 comrades. The Party Committee structure shall include commune-level cadres, civil servants and non-professional cadres, specifically stipulated by the Standing Committee of the Provincial Party Committee.
The orientation for arranging the structure of the standing committee of the Party Committee, including: Secretary, Deputy Secretary, Chairman of the People's Committee, Chairman of the People's Council, Chief of Police, Military Commander, Chairman of the Fatherland Front, is specified by the Standing Committee of the Provincial Party Committee and directed by the Standing Committee of the District Party Committee to consider and decide on the specific structure for unity and suitability with the situation and requirements of the tasks.
