On April 2, at the regular press briefing, the Department of Agriculture and Environment of An Giang province informed about issues related to waste and waste treatment in island communes and special zones.
Mr. Vo Van Len - Deputy Director of the Department of Agriculture and Environment of An Giang province - said that, identifying island communes and special zones as ecologically sensitive areas and playing an important role in sustainable tourism development, the Department of Agriculture and Environment is implementing specific plans.
Dong Cay Sao temporary landfill is an open landfill, the volume of waste accumulated over the years is quite large. To solve the problem of the existing Dong Cay Sao temporary landfill, the Phu Quoc City Urban Works Management Board (now the Phu Quoc Regional Construction Investment Project Management Board) has contracted with Licogi 13 Technology Investment Joint Stock Company to invest and operate the "Waste Treatment Facility at Dong Cay Sao Temporary Landfill" to treat more than 150,700 tons of old domestic waste currently accumulated at Dong Cay Sao temporary landfill. The facility has been granted an environmental permit by the People's Committee of Kien Giang province (old), the term of the permit is 2 years with an input waste treatment capacity of 283 tons/day and the facility's current status is still operating waste treatment.
Besides the amount of old waste being gradually treated, Dong Cay Sao temporary landfill is still receiving more new domestic waste every day. Therefore, the Phu Quoc Regional Construction Investment Project Management Board and Licogi 13 Technology Investment Joint Stock Company continue to sign contracts to treat new waste generated daily.
Accordingly, Licogi 13 Technology Investment Joint Stock Company will continue to invest in a factory to receive and treat more than 303 tons of domestic waste/day. When the project comes into operation, it will treat the amount of fresh domestic solid waste received daily at the existing Dong Cay Sao temporary landfill during the time of investing in building waste treatment plants in Phu Quoc.

Currently, the province is calling for investment in 3 waste treatment plants for Phu Quoc, expected to be put into operation in August 2027. Then the generated waste will be transported to 3 plants for treatment, ending the dumping of waste at Dong Cay Sao landfill. Therefore, by the time the Cua Can water reservoir project and Cua Can lake resettlement area are completed, Dong Cay Sao landfill will stop receiving waste so as not to affect the operation of the water reservoir and resettlement area.
The Department of Agriculture and Environment also added that, according to the Prime Minister's Decision on assigning tasks to prepare conditions and implement a number of measures to quickly implement projects serving the APEC 2027 Conference in Phu Quoc, there are 3 treatment plants in this special zone including: An Thoi Solid Waste Treatment Plant, capacity 110 tons/day, area 4.2ha; Bai Bon Waste-to-Energy Plant (Ham Ninh) (capacity 200 - 300 tons/day, power generation capacity 4MW); Bai Bon Waste Treatment Area (Ham Ninh) (capacity 200 - 500 tons/day).
Currently, the above 3 waste treatment plants have been contracted by the Phu Quoc Economic Zone Management Board with Binh Duong Water - Environment Corporation Joint Stock Company as the investor to implement the waste treatment plant investment. It is expected that the above 3 projects will be completed in August 2027.
After 3 waste treatment plants invested in construction are completed and put into operation, all domestic waste generated in Phu Quoc will be collected and transported to the above 3 plants for treatment. Terminate dumping waste at the Dong Cay Sao temporary landfill to ensure no environmental pollution.
