Presenting the Preliminary Report on the work in the first 6 months of 2025, Comrade Thai Thanh Quy - Member of the Party Central Committee, Deputy Head of the Standing Committee, Secretary of the Party Committee of the agency - said that, as the Party's strategic advisory agency on socio-economics, the Central Policy and Strategy Committee has focused on implementing tasks according to functions to promptly advise and propose to key leaders, the Politburo and the Secretariat on policies and orientations to serve the work of leading, directing and operating socio-economic development.

After being consolidated in organization, functions and tasks, the Committee has undergone a strong transformation, clearly establishing the role of "creating" in institutional planning, major, comprehensive, inter-sectoral policies, covering the fields of economy, society, health, education, employment, energy security, food security, resources, environment, science and technology, digital transformation, international integration, etc.
In the first 6 months of 2025, the projects and reports of the Committee have basically met requirements and been completed on schedule, and have been highly appreciated by the General Secretary, Politburo and Secretariat. Specifically: The Politburo issued 1 Conclusion; submitted 2 Preliminary Reports on 5 years of implementing 2 Resolutions of the Politburo; 2 reports on monitoring, supervising, and inspecting the implementation of 2 Resolutions of the Politburo; completed more than 20 important thematic reports to the General Secretary and key leaders - an average of more than 3 reports/month; coordinated to submit to the Politburo to issue 1 Resolution on private economic development and is submitting to the Politburo for consideration and approval of 3 new Resolutions.
The project is to conduct research to organize appraisal and give opinions on 162 reports, projects, and documents related to the fields of socio-economics, national defense, security, foreign affairs and Party building work as required by the Central Party Office and relevant agencies.
Along with that, the Committee has reorganized the apparatus in a streamlined and efficient manner; built a system of executive documents, issued key action programs to implement 4 pillar strategic resolutions. The implementation of the KPIs work performance assessment system has also been vigorously implemented, in parallel with the mechanism of gathering experienced experts for research and consultation.
In Party building work, the Executive Committee, the Standing Committee of the Party Committee of the agency have closely followed the direction of the Party Committee at the higher level, successfully organized congresses of affiliated party organizations and the Party Congress of the agency for the 2025 - 2030 term, creating a solid foundation to carry out strategic tasks in the coming period.
Speaking at the conference, Comrade Tran Luu Quang - Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee - emphasized that in the past 6 months, the Central Strategy Committee has been upgraded to become an advisory body for the Party on major and important economic and social policies, strategies and measures. The Committee also received the attention of General Secretary To Lam and Party and State leaders for his 3 working sessions with the General Secretary.

Emphasizing the need for greater tasks and higher requirements in the coming time in the context of revolutionary changes in the country, the Head of the Committee suggested that the Committee's staff and civil servants need to change their approach and working style, apply information technology and digital transformation to work, and seriously implement KPIs.
In addition, it is necessary to strengthen coordination with each other and coordinate well with external agencies; increase information sharing to improve work efficiency. The Head of the Committee believes that, with the determination and unity of the Board's leadership, the consensus, agreement and solidarity of the staff, civil servants, and employees in the Central Committee, Policy and Strategy Committee, the political tasks assigned in the last 6 months of 2025 will be well completed.
