On June 23, Mr. Tran Luu Quang - Secretary of the Party Central Committee, Head of the Central Policy and Strategy Commission - directly inspected the trial operation of the two-level government model at the Cam Lam Commune Public Administration Service Center, Cam Lam District.
At the meeting, Mr. Huynh Uy Vien - Vice Chairman of Cam Lam District People's Committee - said that currently only 3 ministries have issued a complete set of public administrative procedures, including: Ministry of Home Affairs, Ministry of Culture, Sports and Tourism, Ministry of Education and Training. The remaining ministries and branches have not yet issued it, so many administrative procedures still have to be handled according to the old process.
Mr. Vien said that the locality is currently operating two departments in parallel - according to the old model and the new model - to ensure the settlement of records for people, avoiding congestion.
At the same time, he recommended that ministries and branches soon complete the public administrative procedures so that localities can promptly apply them when they officially operate from July 1.

Mr. Tran Luu Quang said that the Government and ministries and branches are rushing to complete the public administrative procedures, expected to be issued before July 1 for localities to implement synchronously.
Talking to the staff of the Cam Lam Commune Public Administration Service Center, Mr. Tran Luu Quang noted that during the phase of trial operation of the two-level government model, the administrative procedure settlement department needs to thoroughly apply digital transformation to process documents.
Mr. Tran Luu Quang assessed that at first, he would be confused, it could take about 3 months to get used to it. After that, the work will be much easier.
He also highly appreciated the proactiveness and flexibility of Khanh Hoa and Ninh Thuan in the transition period, especially the operation in parallel with two methods of handling administrative procedures (headquarters and electronic) to ensure the rights of people and businesses.
frankly acknowledging some shortcomings, Mr. Tran Luu Quang said that in the early stages of implementation, the circulars and instructions may not be really close to the grassroots reality.
He also suggested that the People's Committee of Khanh Hoa province pay special attention to and support the team of commune-level cadres - the force that will directly undertake the operation of the two-level government model after July 1.
