Vietnam Social Security has just requested a review of cases of late payment of pensions and allowances for more than 6 months, after Lao Dong Newspaper reflected on an old woman who has not received allowances for 5 years.

Vietnam Social Security has just announced information on strengthening the management of payment work, ensuring the rights of pension and social insurance allowance beneficiaries.

Vietnam Social Security requests provincial and city social security agencies to strengthen the management of cases where beneficiaries authorize others to receive pensions, social insurance allowances, monthly allowances; promptly notify before the authorization document expires, review cases of late receipt and organize payment at home for the elderly and weak people who are unable to go to the payment point.

The rectification aims to ensure continuous payment, in accordance with regulations and create maximum convenience for beneficiaries.

On July 14, 2026, Vietnam Social Security issued Official Dispatch No. 2547/BHXH-CSXH on strengthening the management of people authorized to receive pensions, social insurance allowances, and monthly allowances for others.

According to Vietnam Social Security, in the past time, management and payment work in localities has basically been carried out in accordance with regulations. However, there is still a situation of not promptly notifying the authorization period; not proactively reviewing beneficiaries who do not come to receive benefits for a long time; coordinating to handle problems in some places is not flexible and the update of authorized data on nghiệp vụ software is still incomplete.

Ensure payment at home, notify early before the authorization expires

Vietnam Social Security requests the Payment Support Organization to make direct payments at home for the elderly and weak people who are unable to go to the payment point to receive pensions, social insurance allowances, and monthly allowances.

Every month, the Provincial Social Insurance must compile a list of authorized beneficiaries for others to receive for less than 02 months of expired authorization (Form No. 37-HSB), transfer it to the Payment Support Organization to promptly notify and guide beneficiaries to submit the certified authorization document in accordance with the law, accompanied by the Request Document Form No. 14-HSB.

In case the Payment Support Organization does not notify, affecting the receipt of benefits, this unit must be responsible for paying allowances to beneficiaries during the period of late enjoyment of benefits according to regulations.

Review cases of late payment over 6 months, increase support at the grassroots level

For cases of late payment for more than 06 months, the Provincial Social Insurance shall make a list to transfer to the Payment Support Organization to directly contact beneficiaries and clarify the reasons.

On that basis, units coordinate with Commune and Ward People's Committees and the Public Administrative Service Center to support beneficiaries to complete administrative procedures to serve payment according to regulations.

Provincial Social Insurance also proactively grasps the actual situation, reports to the Provincial People's Committee to direct the Public Administration Service Center to study and implement the "mobile public service" model for authorization procedures or appointing representatives to receive pensions, social insurance allowances, monthly allowances for vulnerable people, the elderly, people with meritorious services and policy families.

Fully update data, improve management responsibility

Authorized information must be fully updated on the TCS software, including the term, content of the authorization; form of receiving benefits in cash or through personal accounts; account holder information, account number, bank and contact information of the authorized person. This is the basis for monitoring, managing, statistics and accurate synthesis.

Vietnam Social Security requests the Director of the Provincial Social Security to be responsible if negativity or inconvenience occurs in the management and payment of social insurance benefits in the area, affecting the rights of beneficiaries as well as the prestige and image of the Social Security agency.

In the process of implementation, difficulties and obstacles must be promptly reflected to Vietnam Social Security for guidance and handling, ensuring that the payment of benefits is continuous, unified and in accordance with regulations.

Previously, according to the reflection of Lao Dong Newspaper, in July 2021, Ms. Nguyen Thi Ngat (residing in Quynh Mai collective area, Hanoi) suffered a stroke with cerebral hemorrhage, completely lost her cognitive ability and had to lie in one place. Due to the inability to sign a power of attorney, the family could not receive her monthly social insurance allowance and survivor's allowance instead.

To receive benefits, the family was instructed to carry out procedures to request the Court to declare her incapacitated for civil acts and establish a guardian. However, this process lasted for many years due to many requests for records and papers, causing her entire allowance to be "suspended" for nearly 5 years.

After Lao Dong Newspaper reflected the case, Hanoi Social Insurance urgently reviewed and guided the family to implement the new regulations on beneficiaries with cognitive impairments. On July 1, 2026, the Social Insurance agency coordinated with local authorities to go to the house to hand over to Ms. Nguyen Thi Ngat's family the entire amount of late payment allowance and July 2026 salary, with a total amount of 177,367,400 VND.

The case raises the requirement to improve the payment mechanism for people who have completely lost their ability to perceive to ensure that social security rights are implemented promptly.
