On August 13, the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board held a groundbreaking ceremony for the project to dredge, build infrastructure, and improve the environment of the North bank of the canal. The event is part of a series of activities to celebrate the 80th anniversary of National Day (September 2, 1945 - September 2, 2025) and the 1st Congress of the Ho Chi Minh City People's Committee Party Committee, term 2025 - 2030.

According to Mr. Dau An Phuc, Director of the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management, the project is being implemented in Chanh Hung Ward and Phu Dinh Ward, with a construction scale of about 4.3km of the North Kenh Doi embankment; dredging part of the northern riverbed; expanding Hoai Thanh Street and Nguyen Duy Street according to the 20m roadmap; building a new Nguyen Duy route from alley 157 Hung Phu to Chu Y Bridge along the 16m roadmap and building a new Hiep An 2 Bridge.
On the route, the project will build a rainwater drainage system, wastewater, technical cages, plant trees, install lighting; at the same time, build an inland waterway wharf (passenger wharf) along the North bank embankment in the old Ward 8. The total investment is more than VND 7,300 billion from the Ho Chi Minh City budget, the implementation period is from now until 2028.
The project consists of 3 construction packages. Package No. 2 - Hiep An 2 Bridge (Km1+960 to Km2+280) started construction today. The remaining two packages are expected to be constructed from October 2025, after completing the appraisal, approval of the construction drawing design and selection of contractors.

Regarding compensation for site clearance, the project affects 1,605 cases, the reclaimed area is about 5.85ha, including 799 cases in Chanh Hung ward and 806 cases in Phu Dinh ward. To date, 1,272/1,605 cases have agreed to the compensation plan, 387 cases have handed over the site...
Mr. Phuc affirmed that the investor will implement the project to ensure quality, progress, labor safety, and compliance with the law; closely coordinate with the locality and the Compensation and Site Clearance Board for synchronous construction; pay attention to supporting and arranging better new housing for affected people.


At the groundbreaking ceremony, Chairman of Chanh Hung Ward People's Committee said that people have waited for many years for this project, not only to renovate infrastructure but also to improve the environment, improve the quality of life, and create a new look for the residential area. The ward is committed to accompanying, removing obstacles, speeding up site clearance and ensuring security and order so that the project can be completed soon.
Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong said that the groundbreaking of the first package is an important step in the city's long-term urban renovation and development program, especially for housing areas on and along canals. Over the past 30 years, the city has relocated more than 30,000 units; for the 2021 - 2025 term, the city aims to relocate 6,500 units. The North of the double Canal project affects about 1,600 households, contributing to the completion of the target, while improving technical traffic infrastructure, water environment and waterway transport.
Ho Chi Minh City has issued specific policies to ensure funding sources and resettlement housing funds, aiming for the goal of "better settlement" after relocation.
The leaders of Ho Chi Minh City requested that investors, based on the site, hand over and mobilize maximum machinery, equipment, and human resources, speed up progress, ensure road and waterway traffic safety and minimize the impact on people's lives. Compensation and resettlement work needs to be accelerated, striving to basically hand over the site in September 2025 to synchronously deploy all 3 packages.
Authorities need to coordinate closely in adjusting the 1/2000 zoning plan, supporting people in dismantling, renovating, granting construction permits and soon stabilizing their lives after relocation.
