Ha Tinh voters reflected that currently, some hospitals in existing urban areas are overloaded with hospital beds, and need to increase the scale of hospital beds to meet the requirements of medical examination and treatment for the people.
However, according to the provisions of Table 2.3 and Section 2.7.3 of Circular 01/2021/TT-BXD dated May 19, 2021 of the Minister of Construction, raising hospital beds is controlled by the land area, while expanding the premises of these hospitals cannot be implemented.
Propose that the Ministry of Construction have solutions to remove the above difficulties and ensure compliance with Circular 01/2017/TT-BTNMT dated February 9, 2017 of the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) regulating land use norms for building cultural facilities, medical facilities, educational and training facilities, and sports facilities.
After studying, the Ministry of Construction would like to answer as follows:
The National Technical Regulation on Construction Planning (QCVN 01:2021/BXD) stipulates the limits of technical characteristics and mandatory management requirements for compliance in urban - rural planning activities and as a basis for developing national standards and local standards in the field of urban - rural planning (Point 1.1 Scope of application).
The regulation in Table 2.3 QCVN 01:2021/BXD is on the minimum land use indicator to be achieved when the planning of a general hospital (to ensure the minimum safety and convenience) does not conflict with the land use norms (the necessary land area for a project so that the project can fully promote the function of effective land use and use) of the general hospital according to the provisions of Circular 01/2017/TT-BTNMT dated February 9, 2017.
In addition, to remove difficulties in arranging general hospitals in existing urban areas that do not have enough land to arrange general hospitals, section 2.7.3 QCVN 01:2021/BXD has a regulation allowing the reduction of minimum land use indicators in Table 2.3 but not exceeding 50%.
The Ministry of Construction acknowledges the opinions of voters in Ha Tinh province and will study to revise and complete the regulations in QCVN 01:2021/BXD when implementing the review of this standard according to the provisions of the Law on Technical Standards and Regulations.
