My friend, after many years of saving, bought a house next to a park in Cau Giay district, Hanoi. He took his parents to live with him. For the elderly, houses next to the park are also convenient to improve their health. Everyone is happy for him.

The next day, I met him again and found him tired. When asked, he said: "I thought I would be comfortable buying a house in a park, who would have thought it would be so miserable". The hardship here is the noise. He said that every 5:30 am, he started to work out in the morning. Not to mention the sound of the engine blowing leaves and nails in the ear is a headache.

I also repeatedly reported the problem of noise pollution in the playground area in the early morning due to the leaf blower and exercise music. The government also intervened but only for a while. Recently, every day, including workday and Saturday and Sunday, this situation shows no signs of stopping."

He even used a smartphone and installed a noise measurement app to prove that he was not wrong. The meter displays up to 75 dB (decibel) of noise from the park, exceeding current regulations.

The story of noise in urban areas is not new. From the music played at restaurants, the sound of cars running to the sound of neighborhood Karaoke singing... Current legal regulations have also introduced many sanctions to limit this situation.

According to the National Technical Regulation on Noise issued with Circular 39/2010/TT-BTNMT, the maximum allowable noise limit is as follows: In normal areas, the maximum noise threshold from 6am to 9pm is 70 dB, in special areas 55 dB from 9pm to 6am. In special areas (inside the fence of medical facilities, libraries, kindergartens, schools, churches, communal houses, pagodas), the limit is lower than 55db (hours from 6am to 9pm) and 45 dB with the time frame of 9pm - 6am.

Article 22 of Decree 45/2022/ND-CP stipulates the penalty for noise violations as follows: Warning for the act of causing noise exceeding the technical noise standards below 02 dB. Fines from VND 1 million to VND 5 million for the act of causing noise exceeding the technical noise standards from 02 dB to less than 05 dB. Fine from 5 million VND to 20 million VND for the act of causing noise exceeding the technical noise standard from 05 dB to less than 10 dB. Fine from 20 million VND to 40 million VND for causing noise exceeding technical noise standards from 10 dBA to under 15 dB.

The highest level in this amount is up to 160 million VND if it exceeds 40 dB or more than the prescribed threshold.

Noise pollution is a major urban problem, affecting people's physical and mental health. It is time for the authorities to strengthen the handling of violations to restore peace in the capital.
