Van Phong - Nha Trang Expressway, part of the North - South Eastern Expressway in the 2021 - 2025 period, is more than 83km long and is expected to be basically completed by April 30, 2025.
The goal is to finish before April 30, 2025, but currently, this expressway is facing the risk of being behind schedule due to site clearance for some high-voltage power poles.
Particularly, the XL01 package through Ninh Hoa town has 5 locations where the 220kV and 110kV lines are stuck, including Km317 (Ninh Son commune), Km 326+300, Km 326+650 (Ninh Trung commune), Km 332+200, Km 332+440 (Ninh Xuan commune).
A typical example is the location at Km332 through Ninh Xuan commune, Ninh Hoa town. This is the construction location of the intersection between Van Phong - Nha Trang expressway and National Highway 26.
For many months now, the progress of the two overpass piers on the national highway has been slow due to the high-voltage power poles that have not been cleared. Because the high-voltage power poles have not been moved, the construction unit has been forced to temporarily stop and wait for the site to be cleared.
At the northern and southern ends of the bridge, the high-voltage power lines have not been relocated. At locations affected by power poles and power lines, the machinery mobilized to the site is forced to wait and cannot work.
Similarly, at the construction site of Tam Lam bridge at km326, Ninh Trung commune also had to temporarily stop due to the clearance limit of the 110kV line.
Currently, Lizen Joint Stock Company - the contractor of the expressway project has proposed to Project Management Board 7 (investor) a plan to design additional temporary pillars to have construction site for sections Km 332+370 and Km 332+440, avoiding violating the clearance limit of the power line.
Mr. Dang Van Dung - Project Executive Director of Project Management Board 7 said that currently on the Van Phong - Nha Trang expressway, there are 20 locations where high-voltage power lines are obstructed, most of which are in Van Ninh district and Ninh Hoa town. Up to now, the localities where the route passes through have only completed the relocation of 8 locations.
According to Project Management Board 7, the slow relocation of the power line caused nearly 1.5km of the route to be temporarily suspended. These include locations that are critical to the progress of the main route, such as 2 intersections (Van Gia, 26); National Highway 26; Tan Lam Bridge; approach road to pier A of Song Cai 1 Bridge; section Km 333+550 - Km 333+700.
Project Management Board 7 has requested the Ninh Hoa Town People's Committee to locally adjust the location of the temporary pole to serve the relocation of the power line to speed up the progress; direct the power relocation construction unit to coordinate with Power Transmission Corporation 3 (the managing unit) to consider and approve the power outage schedule in advance to relocate the 220kV line at Tan Lam bridge to the temporary pole.
In response to the legitimate requests from contractors, Mr. Vo Ngoc Minh - Vice Chairman of Ninh Hoa Town People's Committee said that they are urgently completing procedures to approve compensation land prices related to some locations of electric pole foundations; continuing to remove obstacles in the process of relocating and constructing 110kV and 220kV power lines in the area.
It is known that the Khanh Hoa - Buon Ma Thuot (Dak Lak) Expressway Project is 117km long, with a total investment of VND 21,935 billion. Phase 1 has 4 lanes, starting in June 2023. The project is divided into three component projects. Of which, Khanh Hoa and Dak Lak provinces are the investors of component projects 1 and 3. The Ministry of Transport is the managing agency of component project 2.
