Authorities actively support people
According to the Commander of Nam Phuong Tien Commune Police, Chuong My District, the Fire Prevention, Fire Fighting and Rescue Force of Chuong My District Police and 60 officers and soldiers of the Commando Officer School, along with other functional forces, are present to help Nam Phuong Tien Commune cope with the flood.
The commune police, in coordination with the local security forces, urgently and proactively evacuated people and property, ensuring the safety of the people. Currently, the commune is evacuating the remaining households. It is expected that the evacuation of people to a safe place will be completed today. The form of evacuation is mainly on-site, from low-lying houses to high-lying houses, weak houses to solid houses.
The local government has been maintaining a 24/7 duty regime at the District Disaster Prevention and Search and Rescue Command; continuously updating information, forecasting, and warning about natural disasters and incidents to grasp and direct flood prevention.
Chuong My district has also prepared 11 motorboats, various types of pushers, 4 life rafts, 115 tents, various types of parachutes, 135 life buoys, 815 life jackets... The district's Irrigation Development Investment Enterprise regularly inspects 22 pumping stations, ensures the operation of 91 machines, and regulates and reduces water in 3 lakes (Dong Suong, Van Son, Mieu).
100% of communes and towns are on duty 24/24, ready to mobilize 5,063 shock troops and 357 vehicles to participate; reserve 16,640m3 of soil and sand, 100,000 sacks. The authorities have been supporting people to evacuate their property, move people and animals from unsafe areas to shelters.
Bring the elderly, children, and pregnant women to safety
On September 11, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hanoi city issued a flood warning on the Red River in Son Tay town and Ba Vi, Phuc Tho, Dan Phuong, and Me Linh.
After the alarm was issued, according to the reporter, Dan Phuong district (Hanoi) immediately evacuated people and property in areas along the Red River. Chairman of Tho An commune People's Committee Nguyen Van Bac said that up to now, a residential area in this commune has been seriously affected by flood water, including two hamlets, Bach Loc and Ap Nhap, with 256 households and 1,157 people. As soon as the situation occurred, the commune leaders implemented a plan to evacuate people to a safe place, with priority given to the elderly and children.
“The commune’s shock force and militia have been reinforced to move the elderly, children, and pregnant women to safety and avoid the flood. Currently, we have evacuated 340 people,” said Mr. Duc.
Speaking to Lao Dong Newspaper reporters on the afternoon of September 11, Mr. Doan Hiep - Chief of Office of the People's Committee of Soc Son district - said that currently, the key dike points in the district are still secured, although the water level has reached the alarm level 3. District leaders regularly check, review, and monitor the water level and possible incidents to prevent them; directly go down to direct urgent locations to ensure people's safety. Currently, in the hamlets outside the dike, many households have moved their belongings to higher ground; while others have gone to their relatives' houses, kindergartens, and cultural houses inside the dike.
“The district’s viewpoint is that human life is paramount. The district has developed a plan to ensure movement to accommodation and essential goods for households or people who have to move, ensuring safety and sufficiency, so that no one lacks food,” said Mr. Doan Hiep.
In Viet Long commune, Soc Son district, speaking with Lao Dong Newspaper reporter on September 11, Lieutenant colonel Do Xuan Hieu - Deputy Head of Viet Long commune police - said that currently, the commune police force, village security, militia, youth union... have coordinated to bring some people (mainly the elderly and children in Mom hamlet) into the dike to take shelter and ensure safety.
