Hanoi Chairman orders the deployment of housing projects for rent before June 15

Hanoi - Chairman of the City People's Committee Vu Dai Thang requested units to immediately implement a number of rental housing projects before June 15.

On the afternoon of May 27, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang chaired a meeting to listen to a report on the implementation of the Central Government's direction on starting construction of social housing and rental housing projects.

41 social housing projects expected to start construction in 2026

According to a report by the Hanoi Department of Construction, to date, the city has 90 social housing projects with about 80,800 apartments being implemented in many phases. In 2026, the city is expected to start construction of 41 social housing projects with about 27,426 apartments, and at the same time promote the pilot start of a rental housing project right in June 2026 according to the direction of the Central Government and the Hanoi Party Committee.

Among these, 13 projects with about 11,124 apartments have been started. In June 2026 alone, there are 7 projects with about 6,353 apartments to be built.

29 other projects are expected to start construction in 2027, and 7 projects continue to complete investment procedures.

Regarding the development of rental housing, implementing the direction of the Central Government and the direction of the Prime Minister at the working session with Hanoi on May 25, 2026, the Department of Construction has advised on supplementing mechanisms and policies to support rental housing investment into the draft Resolution of the City People's Council according to the provisions of the Capital Law in 2026.

To ensure the commencement of a pilot housing project for rent right in June 2026 as directed by the Secretary of the Hanoi Party Committee, the Department of Construction proposed many solutions to be implemented simultaneously. In which, the Hanoi Department of Planning and Architecture is assigned to take the lead in reviewing and proposing appropriate land funds, prioritizing areas convenient for public transport connection, near industrial parks, high-tech parks or places where high-quality labor is concentrated.

Hanoi Department of Finance will implement investor selection according to a special mechanism; Hanoi Department of Agriculture and Environment will coordinate to review the public land fund that is eligible for deployment; Hanoi Department of Construction will support completing procedures for design and construction permits to ensure sufficient conditions for commencement in June 2026.

According to the plan, communes and wards will coordinate to review land funds, support site clearance and coordinate with investors to implement projects on schedule.

Early formation of a number of key projects for rental housing

Speaking to direct at the meeting, Chairman of the City People's Committee Vu Dai Thang said that on May 25, Prime Minister Le Minh Hung and leaders of central ministries and branches had a working session with the Hanoi City People's Committee to implement Notice No. 64-TB/VPTW on housing development in the Capital. This is an important working session, clearly showing the views and orientations of the Party, State and Government in approaching the housing issue - a particularly important field for people's lives.

According to the Chairman of Hanoi People's Committee, the beneficiaries of the rental housing policy will be very broad, including workers, students, armed forces officers, teachers, doctors, reporters and many other groups of workers.

Businesses with practical experience in managing, operating and exploiting rental real estate need to proactively register and propose projects. The city is committed to simplifying procedures to the maximum, prioritizing quick resolution of procedures to soon deploy rental housing projects in the near future" - Chairman of the City People's Committee Vu Dai Thang affirmed.

The Chairman of the City People's Committee said that, along with the 2026 Capital Law and many special mechanisms allowed by the Central Government, the National Assembly and the Government, Hanoi currently has a full political, legal and organizational basis for implementing the rental housing model. This is not only Hanoi's own issue but also demonstrates the pioneering role of the Capital in concretizing the major policies of the Party and the State.

The Chairman of the City People's Committee especially emphasized the study of adjusting to increase the proportion of social housing for rent. Previously, this ratio was once regulated at about 20%, but now it is necessary to study raising it back to a more appropriate level, possibly about 20-30% depending on each project. In fact, in convenient locations, near urban areas, job centers or public transport, the demand for rent is very large.

To soon realize the policy, the Chairman of the City People's Committee requested units to immediately implement a number of key projects before June 15.

In which, for the student housing project in Phap Van - Tu Hiep area, the City Civil Engineering Construction Investment Project Management Board urgently deploys, taking advantage of existing designs to accelerate progress and save costs.

For socialization projects, the Chairman of the City People's Committee agreed with reviewing some clean land areas that have appropriate planning to convert to developing urban areas with rental housing.
