On May 5, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang chaired the regular May City People's Committee collective meeting to consider some contents under his authority.
At the meeting, Director of Hanoi Department of Finance Nguyen Ngoc Tu presented a report on the socio-economic situation in April and the first 4 months of 2026. Specifically, accumulated state budget revenue as of April 28 reached 294.2 trillion VND, equal to 45.3% of the estimate and reaching 98.2% compared to the same period last year.
Local budget expenditure reached 59.9 trillion VND, a sharp increase of 70.6% compared to the same period. This shows that the city has promoted public investment disbursement, contributing to stimulating growth.
Hanoi has identified the implementation of priority growth promotion solutions in May 2026 and 9 long-term solutions in the following months. First of all, the city focuses highly on removing bottlenecks in public investment disbursement, site clearance and construction materials.
Departments, branches, communes, and wards review the entire list of key projects and projects with large disbursement potential in May 2026; make a specific list of each project still facing problems with land, resettlement, material mines, unit prices, payment dossiers, and project adjustment procedures to handle daily and weekly.
For projects such as Ring Road 1, Ring Road 2.5, Ring Road 3.5, Ring Road 4, bridges across the Red River, National Highway 6, National Highway 21B, urgent flood prevention works, it is necessary to immediately establish or activate inter-sectoral working groups directly in charge of city leaders, department and sector leaders; clearly assign completion milestones for each task, especially clear site handover, compensation plan approval, resettlement arrangement, volume acceptance and capital payment.
At the same time, the city implements an export support solution package, considering this an urgent task. Functional sectors will work directly with businesses to remove difficulties in the market, orders, logistics costs, and technical barriers; and at the same time promote trade promotion, market expansion and take advantage of cross-border e-commerce.
A project cannot go through too many rounds of appraisal
Speaking at the meeting, Chairman of the City People's Committee Vu Dai Thang affirmed that the goal of double-digit growth in 2026 is a very difficult task, but completely feasible if there is high political determination and the synchronous involvement of the entire political system.
To achieve the double-digit growth target, the second quarter must achieve a growth rate of about over 10%. However, current data shows that without breakthrough and more drastic solutions, it is very difficult to complete this scenario" - Chairman of the City People's Committee emphasized.
Faced with that reality, the Chairman of the City People's Committee requested departments, branches, and localities to further enhance the spirit of proactiveness and responsibility, focusing on key areas such as processing and manufacturing industry, high technology; construction and infrastructure investment; accelerating the progress of projects that have land.
In particular, for public investment projects, it is necessary to urgently remove obstacles regarding unit prices, contracts, and procedures so that contractors can deploy construction immediately, avoiding the situation of having land but slow implementation.
The Chairman of the City People's Committee also emphasized the requirement to strengthen coordination between departments and sectors, innovate methods of handling work in a streamlined and effective direction. In which, it is necessary to boldly reform procedures, minimize intermediate procedures. A project cannot go through too many appraisal rounds as it is now. At the same time, it is necessary to aim for a "one focal point, one process" mechanism, shorten processing time, and create the most favorable conditions for project implementation.
Regarding the implementation of the Capital Law, the Chairman of the City People's Committee affirmed that this is a great opportunity but also places a very high responsibility on the city. The City People's Committee requests units to urgently complete resolutions, mechanisms, and policies to submit to the City People's Council for approval, ensuring completion before June 15, and timely implementation when the law takes effect from July 1, 2026.
At the same time, the Chairman of the City People's Committee requested departments, branches, and localities to maximize the decentralization and delegation of power mechanisms granted by the Central Government, proactively propose and handle work within their authority, contributing to creating clear changes in socio-economic development.
Regarding specific issues such as environment, vehicle conversion according to the Low Emission Zone Project in Ring Road 1, the Chairman of the City People's Committee said that the city will implement it according to an appropriate roadmap, which can be piloted on a small scale before being replicated, and at the same time integrate support policies to ensure feasibility.
Emphasizing the tasks for the coming time, the Chairman of the City People's Committee requested the entire political system of the city to focus highly on the goal of double-digit growth, considering this as a key political task, associated with the responsibility of each agency, unit and head.
The city has full conditions on mechanisms and policies. The remaining issue is the organization of implementation. If all levels and sectors are highly determined and act decisively, we can completely achieve the set growth target" - Chairman of the City People's Committee Vu Dai Thang emphasized.
