Over the past time, people have been surprised by a large garden house, pond, and ornamental plant garden on an area of dozens of hectares springing up next to the Kon Tum bypass, in Dak Cam ward, Quang Ngai province.
On the land area originally used for planting trees and agricultural production, many solid houses have been built; concrete roads stretching hundreds of meters around the land.
The land owner also takes advantage of the stream near Dak Cam bridge to lead water into ponds and lakes; and at the same time hires machinery to dig and improve the ground.
On the other side of the stream, a bridge is also built to connect the land with an entertainment campus with thousands of ornamental plants and lush green lawns like a... golf course project.

On May 26, Mr. Nguyen Xuan Ninh - Chairman of Dak Cam Ward People's Committee, Quang Ngai province - said: "The large-scale house and campus project with an area of tens of hectares shows that it was built many years ago, before the implementation of the two-level local government and the merger of the province. Mr. T (residing in the area, land owner) building without reporting to the local government and functional agencies is a violation".
According to Mr. Ninh, due to the recent merger, the land administration officials of Dak Cam ward are still new, so they have not fully grasped the information that occurred in the area. Previously, Kon Tum City People's Committee (old) may have detected violations and made a record of handling, but it is not clear why the project still exists today, even the land owner continues to build more items.
For construction works adjacent to the Kon Tum bypass, the ward government will conduct inspections. According to regulations, a large-scale project must have a methodical project, have an investment policy, clearly identify functional sub-areas, construction architecture and be approved by a competent authority in accordance with the planning and land use plan.
Mr. Ninh said that the above-mentioned project has many signs of violations in construction and illegal land use, which will affect land planning and create a bad precedent in urban order management.
Previously, the Government Inspectorate had pointed out many violations in land management in Kon Tum province (old), especially at points such as Kon Tum urban area and Mang Den national eco-tourism area.
Kon Tum province has allocated land to hundreds of cases without auction, violating the Land Law; leasing public land without organizing auctions, or having auctions but not in accordance with the provisions of the 2016 Property Auction Law;
Some agencies and units allow the change of land use purpose not in accordance with the land use plan; incorrectly calculate land use fees when recognizing land use rights for the first time or when changing land use purposes, but functional agencies do not detect and handle it, showing lax management.
