On the morning of June 1st, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang and the city's working delegation inspected the field and held a meeting to listen to reports on the implementation of the Multi-purpose Urban Area Investment Project in Thu Lam, Dong Anh communes and the Bac Thang Long Urban City Multi-purpose Urban Area Investment Project in Thien Loc, Phuc Thinh, Me Linh communes.
Focus on completing site clearance work
At the working session, Chairman of Thu Lam Commune People's Committee Pham Trong La reported to the city's working delegation on compensation and support for site clearance (GPMB) of independent compensation, support, and resettlement projects serving the implementation of the Multi-purpose Urban Area Investment Project in Thu Lam and Dong Anh communes.
As of June 1, the locality has completed site clearance for 792 households, corresponding to an area of 166.25ha out of a total of 373.4ha to be recovered. The total cost of compensation and support has been implemented at about 1,253.8 billion VND, reaching a rate of 44.52% of the plan.
Chairman of Thu Lam Commune People's Committee said that in the coming time, it will focus on completing site clearance for agricultural land allocated according to Decree 64/CP in Lo Khe village and basically completing it in Doai and Trung villages before June 15, 2026.
For the two villages of Kinh No and Luong Quy, the locality is continuing to complete dossiers, develop draft plans, and organize compensation and support payments to basically complete site clearance work before June 30, 2026.
In the process of implementation, the locality still encountered some difficulties and obstacles related to determining the origin of land, correcting land use right certificates due to errors at the time of issuance of certificates, as well as considering the level of support for public land users who had signed contracts with Dong Anh District People's Committee before.
To ensure progress according to the direction of the Hanoi City People's Committee, Thu Lam Commune People's Committee has agreed to use map products and technical dossiers of land plots implemented by investors to serve site clearance work. However, the progress of measurement and ownership is still slow, especially in the area of Kinh No and Luong Quy villages, affecting the overall progress of the project.
Faced with this reality, the Chairman of Thu Lam Commune People's Committee worked with the investor, proposing to add a capable measuring unit to speed up the measurement and ownership work, meeting the requirements of site clearance progress.


40-50% of the housing fund in multi-purpose urban areas will serve resettlement
Speaking to direct at the meeting, Chairman of Hanoi People's Committee Vu Dai Thang said that through many years of urban management and development practice, the city has recognized the urgent need to form new synchronous and modern urban models, meeting both the needs of housing, livelihoods and social development conditions for people. From there, Hanoi has proposed and implemented the multi-purpose urban area model - a model combining urban development with social housing, resettlement, technical infrastructure and synchronous social infrastructure.
This is not only a place to live, but also a community space, where people have conditions to develop the economy, access education, healthcare and essential social services" - Chairman of Hanoi People's Committee emphasized.
Regarding tasks for the coming time, the Chairman of the City People's Committee requested departments, branches and localities to continue to accelerate the progress of handling related administrative procedures to soon deploy construction on the land area that has been completed for site clearance.
Currently, more than 160ha of land has been handed over to the project by people. If construction is delayed, it will cause waste of resources. Therefore, procedures for investment policy, land allocation, construction permits, appraisal... need to be resolved as quickly as possible but still must ensure compliance with legal regulations" - Chairman of Hanoi People's Committee emphasized.
Mr. Vu Dai Thang also requested investors to continue to closely coordinate with localities, especially in the preparation of resettlement areas, social housing and infrastructure works serving people.

According to the city's orientation, about 40-50% of the housing fund in multi-purpose urban areas will serve resettlement for key projects, initially large projects related to urban embellishment and infrastructure development of Hanoi.
Chairman of Hanoi City People's Committee said that the early formation of high-quality resettlement areas will create trust and consensus among people in the process of implementing major projects of the city in the coming time.
We must build truly quality resettlement areas with full infrastructure and services so that people can see better living conditions, thereby accompanying the city in urban development programs" - Chairman of Hanoi People's Committee said.
For households whose agricultural land is recovered, the Chairman of Hanoi People's Committee requested localities to continue to pay attention to career change policies, creating jobs and long-term livelihoods for people. The city will simultaneously develop industrial parks, commercial and service centers to create more job opportunities on the spot for people in the project area.
Chairman of Hanoi City People's Committee requested departments, branches, localities and investors to continue to deploy work with a spirit of urgency and decisiveness, but must ensure compliance with legal regulations.
