On August 11, Mr. Nguyen Duc Tam, Chairman of Quang Ngai Provincial People's Committee, gave instructions related to the fact that Mr. Dang Huy Dung (in Binh Son commune, Quang Ngai) won the auction for a land plot that was not available on the ground.
According to the document, the direction was implemented based on the proposal of Quang Ngai Provincial Police in the document dated August 7 on the results of reviewing the case of land plots purchased for auction but not on the ground in Cay Trac residential area.
The Chairman of the Provincial People's Committee has the following opinions: Chairman of Binh Son Commune People's Committee draws experience in the slow implementation of the Provincial People's Committee's direction in Official Dispatch No. 281/UBND-NNMT dated May 27, 2026.
Request the Chairman of Binh Son Commune People's Committee to urgently direct the review and clarify the reasons leading to land plot No. 19 no longer having enough area and the limitations and inadequacies in the process of implementing the Cay Trac Residential Area project.
Decisively resolve the case according to the authority and regulations of law, ensuring the legitimate rights and interests of the people, not allowing prolonged complaints and lawsuits to arise; develop a roadmap and specific timelines for resolution, and respond to citizens.
Report to the Provincial People's Committee (through the Department of Agriculture and Environment), Provincial Police before August 15, 2026; be responsible to the Chairman of the Provincial People's Committee if there is continued delay.
Assign the Department of Agriculture and Environment to preside over and coordinate with the Provincial Inspectorate and relevant agencies to monitor, guide, and promptly urge Binh Son Commune People's Committee in the process of resolution; summarize results, advise the Provincial People's Committee to direct the handling of contents beyond the authority of the Commune People's Committee.
The Provincial Police continue to grasp the situation, proactively take measures to ensure security and order related to the incident; promptly report to the Provincial People's Committee on arising issues.
As Lao Dong Newspaper has reported, Mr. Dang Huy Dung (Binh Son commune, Quang Ngai province) said that in 2007, the People's Committee of Binh Son district (old) organized the auction of 3 land plots in Cay Trac residential area (Binh Nguyen commune, old Binh Son district, now Binh Son commune), he participated and won the auction of two land plots No. 18 and 19. After winning the auction, Mr. Dung paid 183 million VND to the treasury, and the land administration official of Binh Nguyen commune (old) led him to point out the actual land plots, which are the last two plots of Cay Trac residential area.
In 2008, he was granted land use right certificates for the above two land plots by the People's Committee of Binh Son district (old). Each year, at least 3 times, Mr. Dung visited and firmly believed that the last 2 land plots in the residential area belonged to him. However, in 2018, when building a house, Mr. Dung was shocked to discover that land plot No. 19 was not available on the ground.
Measuring and measuring again, the entire Cay Trac residential area also only has 18 land plots. Since then, Mr. Dung has continuously sent petitions to public authorities to find a solution. But time has passed, he is still hopeless in the journey of "finding land plot No. 19" only on the red book.
