Removing site bottlenecks, promoting construction progress
Grasping information from the investor about the construction progress of two key transport projects, in which Ba Lai 6 bridge has only reached about 22% of the volume, while Ba Lai 8 bridge still faces obstacles in site clearance, Chairman of Vinh Long Provincial People's Committee Tran Tri Quang inspected the reality to promptly remove difficulties and promote implementation progress.
At the site, the Provincial Traffic Project Management Board and construction units reported on the implementation progress, capital disbursement situation, site clearance work as well as difficulties arising during the project implementation.
According to reports, Ba Lai 8 bridge has a total investment of 2,255 billion VND, currently implementing 3 construction packages. Of which, package XL02 reached about 62% of the volume, package XL01 reached 34% and package XL03 reached about 30%. Accumulated disbursement reached about 901.2 billion VND, equivalent to 54% of the allocated capital plan.
Site clearance work in Bao Thanh commune basically meets construction requirements. In Thanh Phuoc commune alone, site clearance has been handed over to 86/97 households, and 11 households related to forest land are completing compensation procedures to soon hand over to the construction unit.
For Ba Lai 6 bridge, the overall progress is currently about 22%. The contractor is focusing on constructing drilled piles for the main pillars. The project has disbursed more than 58.1 billion VND, reaching about 43% of the allocated capital plan. According to the investor, early removal of site obstacles will create conditions to accelerate construction, ensuring the completion of the set progress milestones.
Decisively handle the site, accelerate construction
After listening to the report and actual inspection, Chairman of the Provincial People's Committee Tran Tri Quang requested localities to focus on accelerating compensation, support and site clearance, urgently handing over clean ground to the construction unit, and not allowing prolonged problems to affect the progress of the two projects.
For cases that are still facing difficulties in compensation work, the Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to urgently guide handling in accordance with regulations, ensuring the legitimate rights of the people. In case consensus is not reached, relevant units should proactively develop construction protection plans according to the provisions of law.
The Provincial Traffic Project Management Board is assigned to coordinate with the Department of Finance to review and advise on plans to implement additional items using contingency funds; and at the same time continue to coordinate with localities to strengthen mobilization of households that still have problems, and thoroughly handle cases where land has not been handed over.
The Chairman of the Provincial People's Committee also requested the investor and contractors to mobilize maximum manpower and equipment, organize scientific construction, and synchronously deploy solutions to compensate for progress; in which, construction is also carried out at night when conditions are met, striving to soon close Ba Lai 8 bridge and accelerate the progress of Ba Lai 6 bridge.
Provincial leaders emphasized that units must regularly review the progress of each item, proactively handle arising difficulties, strengthen coordination between investors, localities and contractors, and be determined to complete Ba Lai 6 bridge and Ba Lai 8 bridge according to the plan, ensuring project quality and efficiency in using public investment capital.
