Before the new regulation of Ho Chi Minh City on calculating garbage collection and transportation fees based on the amount of waste generated, many people in Ho Chi Minh City have expressed their interest in this regulation.
In addition to many people agreeing, because this is a necessary step to classify waste at source, there are also many people who believe that the regulation needs to be detailed and synchronous to avoid unnecessary problems.

Mr. Nguyen Van Toan (residing in District 3) shared that collecting garbage by volume will help encourage people to classify and reduce household waste.
Meanwhile, Ms. Tran Thi Kim Hoa (residing in Thu Duc City) is worried about the feasibility of the regulation.
"I do not know how they will weigh garbage, if it can be applied synchronously in the coastal communes. If not done carefully, it can easily cause controversy. For people in the suburbs, the amount of tens of thousands per month is worth considering, so the collection and calculation methods must be transparent and clear, Ms. Hoa commented.

Listening to people's feedback, at the socio-economic press conference on the afternoon of May 22, a representative of the Department of Agriculture and Environment of Ho Chi Minh City announced the implementation of regulations on calculating garbage by volume from June 1, 2025.
Accordingly, from June 1, the price for garbage collection and transportation of households in the same area to be paid is the same price without having to determine the amount of garbage (for cases that have not been classified).
In Thu Duc City and the districts, the collection price is 61,000 VND/household/month, the transportation price is 23,000 VND/household/month.
In Hoc Mon, Nha Be, Can Gio areas, the collection price is 57,000 VND/household/month, the transportation price is 23,000 VND/household/month.
In Cu Chi and Binh Chanh areas, the collection price is 57,000 VND/household/month, the transportation price is 19,000 VND/household/month.
The above garbage price does not include VAT as prescribed.
According to regulations, people can also choose to sell or recycle their waste to collectors. Then, pay the correct price as before implementing waste classification without having to perform statistics to determine the volume.

For owners of large waste sources such as agencies, organizations, production and business establishments, industrial parks, industrial clusters, etc., the locality will coordinate with collection units and waste owners to organize statistics and determine the average amount of waste generated by waste owners (based on the consensus between the people, local authorities and the collection unit). Then, based on Decision 67 to determine the price of waste by volume.
The Department of Agriculture and Environment affirmed that the statistics and determination of the average amount of waste generated according to the above methods to determine the waste money have been implemented by local authorities since 2018 when implementing service prices, this is not a new method.
