In the late afternoon of July 3, Lang Son Provincial Police said they are coordinating with relevant units to verify the case of white foam appearing at the discharge gate into the Ky Cung River, passing through Dong Kinh ward.
Previously, through grasping the situation, the police force discovered a large amount of white foam flowing into the Ky Cung River at the spillway at the Phai Ve - Nguyen Du intersection area.
Foam rises in patches on the water surface, attracting attention and showing signs of environmental impact.
Colonel Vu Thanh Tung, Director of Lang Son Provincial Police, directed professional units to coordinate with Dong Kinh Ward Police and functional forces to inspect and trace the source of the incident.
Through checking the drainage system, the working group determined that foam originated from the sewer area behind house number 11 - 13 My Son street, block 9, Dong Kinh ward.

At this house, functional forces recorded Ms. Dao Thi Luong (born 1989, residing on My Son street, Dong Kinh ward), along with Ms. Nguyen Thi Mo (born 1974) and Ms. Nguyen Thi Lieu (born 1969, both residing on Deo Giang street, Luong Van Tri ward), cleaning the 1st floor.
There is a lot of blue solution scattered on the floor. When encountered with water, this solution creates white foam and then flows along the common drain.
At the scene, the task force discovered 4 plastic cans, including 2 cans of 10 liters without labels, one can of 20 liters containing a blue solution and one can of 10 liters labeled "Nano concentrate multi-purpose foam agent".
Working with functional agencies, Ms. Luong said that she rented the house from the beginning of July 2026 to live in, then hired Ms. Mo and Ms. Lieu to clean up.
While cleaning, Ms. Mo spilled a can of green solution onto the floor. The people present then used water to wash the floor, causing the solution to flow out into the river through the drainage system.
According to initial verification, house number 11 - 13 My Son street used to be the headquarters of IQ Vietnam - France Joint Stock Company, operating in the field of research and application of detergents.
This company has stopped operating since 2024, but some chemicals are still stored here.
Functional agencies initially determined that the spilled solution was a concentrated nano-polymerizer.
The Center for Natural Resources and Environment took water samples at the culvert behind the house for analysis, and functional forces seized 4 cans of solution for verification.
Lang Son Provincial Police said that they will base on the results of water sample analysis, documents and evidence collected to clarify the responsibilities of relevant individuals and organizations. In case of violations, the case will be handled according to regulations.
