To implement the Tet gift payment work promptly, safely, fully and in accordance with regulations for beneficiaries, the City Social Insurance and the Post Office pay Tet gifts of the Hanoi City People's Committee to pension and mobility loss allowance (MSLD) beneficiaries monthly in cash or through the same period account to pay the February 2026 pension.
Implementing Plan No. 341/KH-UBND dated December 15, 2025 of the Hanoi People's Committee (UBND) on giving Tet gifts for the Binh Ngo Lunar New Year 2026, the city's Social Insurance issued Official Dispatch No. 3179/BHXH – KHTC dated December 31, 2025 guiding the preparation of a list of Tet gift expenses.
The recipients of gifts are people who are receiving monthly pensions and occupational safety allowances according to the February 2026 payment list of the City Social Insurance agency.
People receiving monthly pensions and occupational safety allowances from other provinces' social insurance, from Military Social Insurance and People's Police Social Insurance transferred to register and receive pensions at the City Social Insurance agency before February 1, 2026.
Employees submit dossiers requesting pension regime settlement that have been received, resolved and issued Decisions by the City Social Insurance agency before February 1, 2026.
The gift amount for each person is 300,000 VND.
Gift funding is transferred by the People's Committees of wards and communes to the accounts of social insurance agencies at establishments opened at commercial banks to organize gift giving.
Grassroots social insurance coordinates with the People's Committees of wards and communes in the managed area to receive Tet gift funds before January 20, 2026 to transfer funds to the City Social Insurance and central Post Offices to promptly organize Tet gift payments.
The city social insurance agency shall base on the list of people receiving pensions and social insurance allowances in February 2026 to make a list of giving Tet Nguyen Dan Binh Ngo 2026 gifts (phase 1) on January 27, 2026 for people who are receiving monthly pensions and social insurance allowances and cases of new approval, transferred from other provincial social insurance, from Military Social Insurance and People's Police Social Insurance, which are received and resolved by the City Social Insurance agency and issued decisions to enjoy benefits before January 26, 2026.
Establish a list of Tet Nguyen Dan Binh Ngo 2026 gifts (phase 2) on February 2, 2026 for people receiving pensions and monthly social insurance allowances that have been newly approved, transferred from other provinces' social insurance, from Military Social Insurance and People's Police Social Insurance who have requested to receive pensions and monthly social insurance allowances from February 2026 or earlier and have been received and resolved by the city's social insurance agency and issued decisions to enjoy benefits from January 26, 2026 to before February 1, 2026.
The City Social Insurance and the Central Post Office organize the payment of Tet gifts of the Hanoi City People's Committee to people receiving monthly pensions and occupational safety allowances through accounts or in cash during the same period of pension payment in February 2026.
