On July 10, Politburo member and Prime Minister Pham Minh Chinh chaired a conference to evaluate 3 years of implementing Resolution No. 18-NQ/TW and 1 year of implementing the 2024 Land Law, proposing to adjust and supplement a number of contents of Resolution 18-NQ/TW as a basis for amending the 2024 Land Law.
In his opening speech, Prime Minister Pham Minh Chinh said that land-related legal policies have an all-people, comprehensive, and inclusive impact.
After 3 years of implementing Resolution No. 18-NQ/TW and 1 year of implementing the 2024 Land Law, land policies have been implemented synchronously, achieving positive results.
Land policies and laws have gradually come into life, overcoming difficulties and obstacles, improving the effectiveness of state management, contributing to socio-economic development, ensuring national defense, security and sustainable development of the country; strengthening the confidence of people, businesses and investors.
In addition to the achieved results, policies and laws on land still have some limitations and inadequacies, which are not in line with the policy of reorganizing the 2-level local government, and have not fully met the development requirements of the country in the new period.
The Prime Minister pointed out that the land acquisition policy still distings between projects using public investment capital and projects using private investment capital; procedures for land acquisition, compensation, support, resettlement, land allocation, land lease, and land use purpose change are still prolonged.
Some policies on land finance innovation in the spirit of Resolution No. 18-NQ/TW have not been fully institutionalized; the role of the State in deciding and controlling land prices as representatives of land owners has not been clearly defined; the situation of taking advantage of land auctions for speculation, price inflation, and price manipulation that disrupt the market still occurs in many places...
Implementing the direction of the Politburo, the Government Party Committee will preside over the assessment of 3 years of implementing Resolution No. 18-NQ/TW, 1 year of implementing the 2024 Land Law, on that basis, propose to adjust and supplement Resolution No. 18-NQ/TW as a basis for amending and supplementing the 2024 Land Law.
The Prime Minister affirmed that this is a very important and urgent task that requires implementation in a short time, but must ensure quality requirements to remove obstacles and have mechanisms to further promote land resources, and promptly submit to the Central Executive Committee for comments.
The Prime Minister requested the delegates to discuss, agree and complete the Politburo's report to submit to the Central Executive Committee on continuing to implement Resolution No. 18-NQ/TW, in which, there are proposals to adjust and supplement a number of viewpoints, tasks and solutions as a basis for proposing amendments and supplements to the Land Law.
The Prime Minister requested delegates to frankly assess the situation and results of implementing Resolution No. 18-NQ/TW and the 2024 Land Law, especially objectively reflecting issues arising from practical life, especially issues related to planning, land use plans, land allocation, land lease, land acquisition, compensation, and resettlement.
At the same time, assess land recovery for socio-economic development for national and public interests; adjust and supplement solutions on determining land prices; land issues with foreign factors.
