The Traffic Police Department (CSGT) - Hanoi City Police said that the unit has verified the case of a passenger car driver with license plate 17F-001.xx being reported violating the "entering an emergency lane" on the elevated Ring Road 3.
After verification, the traffic police decided not to punish this case.

Accordingly, information sent by people to the Facebook fanpage of the Traffic Police Department shows that this vehicle moved into the emergency lane at 6:39 a.m. on November 19, 2025, through the Keangnam building. Through verification, the traffic police identified the driver as Mr. Pham Hong Q (born in 1982, residing in Quoc Oai, Hanoi).
Working with the authorities, Mr. Q explained that at that time, he was taking the child to the hospital for emergency care at the-19-8 Hospital. The child had a history of diabetes, was possessed by a motorbike around his tonsils, causing a high fever and difficulty breathing, so he needed to be taken to the hospital for emergency treatment.
At 10:27 a.m. the same day, the hospital confirmed that it had received the emergency case as reported by the driver.
After checking and comparing the information, the Hanoi Traffic Police Department concluded that Mr. Q's behavior was in an "urgent situation" under the law, for the purpose of bringing the patient to a medical facility in time. Therefore, the authorities did not handle the violation in this case.

Traffic police acknowledged and welcomed people who sent images and clips reflecting violations of traffic safety order, helping the authorities promptly verify and handle.
The authorities also encourage people to install dash cams to both monitor the driving process and support the detection and condemnation of violations of traffic laws.
