Regarding the above issue, the Traffic Police Department affirmed that in addition to cars, the authorities have been recording and handling cases of motorbike drivers violating traffic safety order by issuing fines.
According to the Traffic Police Department, in fact, the notice of violation through image (cold fines - PV) is sent to all vehicle owners (individuals or organizations) whose names are on the vehicle registration.
"For motorbikes and mopeds, the owner must be responsible for the vehicle he/she has registered. Determining the vehicle owner is also easier when there is a connection between the vehicle registration database and the national population database.
For buying and selling, transferring ownership, people must go to the vehicle registration agency (commune level) to carry out procedures or do so on the Public Service Portal and VNeID", the Traffic Police Department informed.

According to the Traffic Police Department, the current law stipulates not to carry out vehicle registration procedures for vehicles that are notified of violating traffic safety. In the future, the Traffic Police Department will propose additional measures to strictly tie the responsibilities of motorbike and moped owners.
The authorities recommend that everyone must strictly comply with road traffic laws when participating in traffic.
Through extracting data from AI cameras piloted in Hanoi's inner city (intersection of Pham Van Bach - Hoang Quan Chi streets), from 12:00 on September 25, 2025 to 12:00 on September 26, 2025, it was automatically detected:

These cases have been compared with the vehicle registration database system to determine the vehicle owner, and have also been transferred to Hanoi City Police to carry out procedures for handling violations.
In addition, the camera also detected hundreds of cases of non-compliance with traffic light signals, the system is conducting screening, checking to find vehicle owners and transferring handling parts according to regulations.

On the Noi Bai - Lao Cai Expressway, the AI camera recorded 43 drivers not wearing seat belts. The number of these violations has decreased significantly compared to previous days.
The camera at km 12 also recorded 3,217 vehicles passing through in 24 hours, with an average speed of 65.77 km/h.
