Taking reporters to the sewers on both sides of Thanh Nien Street in front of Trung Vuong quarry gate, Mr. Nguyen Viet Cuong (a resident of Trung Vuong 7 area) said: Since the quarry was in operation until now, the soil and rocks that have been dumped during transportation have narrowed the sewers, causing this road to be flooded every time it rains heavily.

During the conversation, Mr. Cuong suddenly stopped and pointed to the truck carrying dirt that was running through Thanh Nien Street without a tarpaulin.
"Yesterday, the business has just signed a commitment with households, but now it's not good enough" - Mr. Cuong was upset - "Exploiting this soil mine to serve the riverside road project - a key traffic project of the province, we are very supportive, but they signed a commitment but they did not do it".

Previously, on the morning of September 18, some people in Trung Vuong 7 area, Vang Danh ward, Quang Ninh province suddenly stopped a convoy of vehicles carrying soil from Trung Vuong mine through Thanh Nien road and National Highway 18.
This action stems from the fact that there has been a long-term concern about noise pollution, dirt and potential risks to traffic safety caused by the operation of trucks carrying soil.
Mr. Truong Cong Viet - Head of Trung Vuong 7 area - said: "The enterprise has sprayed water to reduce dust and arranged guards to guide traffic, but it is done poorly and infrequently, causing people's lives to be seriously affected by dust and noise, especially at noon and evening. There have been cases of people falling off their vehicles during rush hour here".
After receiving information about the incident, on the morning of September 18, the People's Committee of Vang Danh Ward sent a working group to work, requesting the enterprise to sign a commitment to ensure environmental sanitation, traffic safety and comply with transportation regulations.
According to the commitment, the enterprise will only operate during 2 time frames (6am - 11:30am and 1pm - 7pm); spray water and scan the road regularly; complete the treatment of the drainage system on both sides of Thanh Nien Street before September 28, 2025; vehicles carrying soil with the correct load, speed, and full tarpaulins; arrange traffic warners at intersections.
However, the actual record on September 19 shows that the commitment has not been seriously and fully implemented by the enterprise.
People hope that local authorities will strengthen supervision and strictly handle violations, forcing businesses to comply with regulations, avoiding the situation of "signing a commitment on one side, implementing another".
