Recently, at the 18th session, term XIX, term 2021-2026, the City People's Council. Thai Nguyen passed Resolution No. 50/NQ-HDND on approving the investment policy of the road bridge construction project connecting Huong Son ward with Dong Lien commune. The total project investment is over 210 billion VND from the city budget.
Group B project, including river crossing bridge and access road with a total length of 1.1km, roadbed width of about 12m. The bridge across the river is about 254m long and about 12m wide.
In 2024, City. Thai Nguyen will prepare, appraise and approve investment policies. It is expected that the project will start construction in the first quarter of 2025, striving to be completed and put into use in 2026.
Ms. Nguyen Thi Thanh (Thai Nguyen City) said: "Up to now, Dong Lien suspension bridge has been the main road connecting Dong Lien ward and Huong Son commune. After the bridge was inspected and asked to be dismantled, People are very worried because if they don't cross the bridge they have to go around a long way.
Now that there is information that a new bridge will be built to replace the suspension bridge, everyone is very excited. This helps people travel conveniently."
Previously, as Lao Dong Newspaper reported, Dong Lien suspension bridge over Cau River is located in Dong Lien commune (Thai Nguyen city). The bridge was invested by Thai Nguyen Beer and Beverage Joint Stock Company and built in 2009 in BOT form with a value of nearly 12 billion VND. The bridge will collect tolls from early January 2010 to 2021.
At the end of August 2023, the People's Committee of Thai Nguyen City issued a notice to stop using it, banning all people and vehicles from crossing the bridge. Conduct project inspection and check suspension bridge quality.
By May 30, 2024, the suspension bridge will officially close to serve survey and dismantling work. Thai Nguyen City People's Committee requests to complete the dismantling of Dong Lien suspension bridge before June 20, 2024.
Committed to a series of violations
In April 2024, Thai Nguyen Provincial Inspectorate pointed out a series of violations at the Dong Lien suspension bridge construction investment project.
The inspection conclusion clearly shows that the project of Thai Nguyen Beer and Beverage Joint Stock Company has not been reviewed, approved by the investor and negotiated and signed a project contract by the competent State agency.
The preparation and approval of the Technical Economic Report does not comply with legal regulations on construction. The project was put into use not according to the provisions of law, and did not have a certificate of eligibility to ensure load-bearing safety.
In addition, Dong Lien suspension bridge is not eligible to collect road tolls because it has not been approved by competent authorities to complete construction, ensuring traffic service quality.
