As a security guard at a nearby building, Mr. Pham The Luc said that when he heard a loud noise, he rushed over and discovered a group of workers trying to save a trapped person. Mr. Luc also participated in raking up materials and pulling the victim out.
More than 10 minutes later, an ambulance arrived to give first aid to the male worker and took him to the hospital. Mr. Luc said that every day there are about 15 workers repairing the house. This morning only about 8 people came to work. According to Mr. Luc, when the incident occurred, a person standing below near the door was buried and seriously injured by the collapsed floor.
Also on the same afternoon, the Inspection Team of the Ho Chi Minh City Department of Construction arrived at the scene of the collapse of the concrete floor of the building on Nam Ky Khoi Nghia Street.
