Da Nang - Lack of handover of 13 land and housing facilities, Hoa Vang commune is required to rectify public asset management.

On December 30, the Da Nang City Inspectorate said that it had issued an inspection conclusion on the compliance with legal regulations on management and use of public assets in the process of arranging and establishing Hoa Vang commune.

According to the conclusion, in order to ensure the management of public assets for the right purpose and efficiency, Hoa Vang Commune People's Committee has issued regulations on the management and use of public assets. However, the implementation process still has many shortcomings and omissions that need to be rectified soon.

The Inspectorate of Da Nang City determined that the People's Committee of Hoa Phong commune (old) and the People's Committee of Hoa Phu commune (old) handed over 13 land and housing facilities to the People's Committee of Hoa Vang commune, including 8 sports fields and 3 football fields. The responsibility for this omission belongs to the People's Committees of the two old communes.

Hoa Vang Commune People's Committee has not carried out procedures to register land and property changes received from Hoa Vang district (old) and old communes according to the provisions of Decree 186/2025. This unit has also not reviewed and submitted to competent authorities for approval of handling plans for 18 abandoned and unused land and housing facilities.

The Inspectorate also pointed out that land use agencies under Hoa Vang Commune People's Committee have not measured and prepared dossiers requesting land use right certificates for 46 land and house establishments after arrangement. At the same time, the commune has not developed a plan to handle surplus assets to report to competent authorities for decision; the responsibility for delays belongs to Hoa Vang Commune People's Committee.

Regarding vehicles, Hoa Vang Commune People's Committee has not established procedures for liquidation for 5 cars because the old units have not fully handed over assets and legal documents. The Inspectorate determined that responsibility belongs to the Culture - Information and Sports Center, Urban Order Inspection Team, Site Clearance Board and Construction Investment Project Management Board (old Hoa Vang district).

Notably, the Da Nang City Inspectorate also clearly stated that some civil servants brought computers and air conditioners when transferring to Hoa Tien Commune People's Committee but did not have a transfer document, violating regulations on public asset management.

From the inspection conclusion, the Inspectorate of Da Nang City proposed that the People's Committee of Hoa Vang commune strengthen direction and strictly implement the provisions of law on management and use of public assets. At the same time, the commune needs to urgently prepare dossiers for 18 abandoned land and house facilities, submit them to the Department of Finance to advise the People's Committee of Da Nang City to approve handling plans; organize self-criticism and draw experience for relevant organizations and individuals.
