In November 2025, the Investigation Security Agency of the Ministry of Public Security initiated a case of "Making, storing, distributing, and propagating information, documents, and items to oppose the Socialist Republic of Vietnam State". The two main subjects in this case are Le Trung Khoa and Nguyen Van Dai.
The real faces of Le Trung Khoa and Nguyen Van Dai
Le Trung Khoa, born in 1971 in Thanh Hoa province, Vietnamese nationality, permanent residence registration before leaving for the Federal Republic of Germany at No. 1, alley 81 Lang street, Dong Da ward, Hanoi city. From 1971 to 1988, he lived with his family, finished high school at Nguyen Hue High School (now Quang Trung High School, Dong Da) Hanoi city. From 1988, he was a student of the University of Industrial Fine Arts, until 1994 he was dismissed from school. From January 2016, Le Trung Khoa left for the Federal Republic of Germany.
In Germany, Le Trung Khoa used thoibao.de (founded and edited by Le Trung Khoa, headquartered in Berlin, Federal Republic of Germany) to publish many articles with content attacking Party and State leaders; interviewed BBC, VOA, RFA,... organizing roundtable discussions and online seminars to distort the situation of "freedom of the press, freedom of speech" in Vietnam.

Recently, Le Trung Khoa used media channels and social networking sites to post thousands of articles and videos distorting the political, democratic, and human rights situation in Vietnam; especially many articles with content defaming and degrading the prestige of Party and State leaders, distorting our internal situation, causing public confusion among the people. Connecting and colluding with many other reactionary subjects such as: Vu Quoc Phuong, Vu Quoc Dung, Nguyen Van Dai... publicly carrying out anti-Vietnam activities.
Faced with Le Trung Khoa's violations of Vietnamese law, on November 17, 2025, the Investigation Security Agency of the Ministry of Public Security issued a Decision to prosecute the accused and an Arrest Warrant for temporary detention against Le Trung Khoa for the crime of "Making, storing, disseminating or propagating information, documents, and objects against the State of the Socialist Republic of Vietnam" under Article 117 of the 2015 Penal Code.
Subject Nguyen Van Dai, born in 1969 in Hung Yen, Vietnamese nationality, with permanent residence registration before leaving for Germany at P302, Z8 Bach Khoa Collective Area, Bach Mai Ward, Hanoi City. Nguyen Van Dai used to work abroad in Germany, then returned to the country to study at Hanoi Law University and practice as a lawyer. In 2002, Nguyen Van Dai transferred to the Hanoi Bar Association; then established and became Director of Viet Law Service and Consulting Co., Ltd.; and also Head of Thien An Law Office. In April 2004, Dai established the "Lawyers for Justice" group.
In 2006, Nguyen Van Dai participated in the "Viet Tan" terrorist organization and implemented a plan to collude with Protestant sects in Vietnam; at the same time, becoming an "intermediary" between exile reactionary organizations and opposition subjects in the country. Under the guise of "Catholic Protestants", Nguyen Van Dai regularly went abroad to participate in hearings to distort and falsely accuse Vietnam of "democracy", "human rights". Also during this time, Nguyen Van Dai drafted many propaganda and anti-Vietnam documents.
On March 3, 2007, Nguyen Van Dai was arrested and later sentenced to 4 years in prison and 4 years of probation for the crime of "Propaganda against the State of the Socialist Republic of Vietnam", under Article 88 of the 1999 Penal Code.
After being released from prison on March 5, 2011, Nguyen Van Dai initiated the establishment of the "Democratic Brotherhood" (HAEDC) to continue the previous methods of sabotage activities.
On April 5, 2018, Nguyen Van Dai and key members of HAEDC Pham Van Troi; Nguyen Trung Ton; Nguyen Bac Truyen and subjects Truong Minh Duc; Le Thu Ha were tried by the Hanoi People's Court for the act of "Activities aimed at overthrowing the people's government" according to the provisions of Article 79 of the 1999 Penal Code. In which, Nguyen Van Dai received the highest sentence of 15 years in prison and was placed under probation for 5 years from the date of completion of the sentence.
With the lenient policy of our Party and State, on June 7, 2018, Nguyen Van Dai was temporarily suspended from serving his criminal sentence to emigrate and settle in Germany with his wife for medical reasons. Before leaving the country, Nguyen Van Dai wrote a commitment with the content "When I am allowed to go to the Federal Republic of Germany, I will not operate against the Socialist Republic of Vietnam State. If wrong, I am fully responsible before the law".
However, during his time living in Germany, believing that Vietnamese functional agencies could not investigate and handle him, Nguyen Van Dai "used his old ways", continued to show hostility, abused the right to freedom of speech, freedom of the press, propaganda, and incitement to oppose the Vietnamese State; continued to carry out many anti-Party and anti-state activities through social media accounts such as: Facebook "Nguyen Van Dai", Youtube channel "Lawyer Nguyen Van Dai" publicly expressing his intention to oppose Vietnam.
In September 2022, Nguyen Van Dai was elected as a "central committee member" of the terrorist organization "Viet Tan"; in September 2025, Dai was again elected to hold the position of "central committee member" but not publicly.
From the beginning of 2025 to now, Nguyen Van Dai has disseminated more than 3,500 articles and videos with fabricated content, distorting the guidelines and policies of the Party and State; taking advantage of political and social issues to distort, defame, and undermine the prestige of Party and State leaders, Ministries and branches of the Government; distorting the investigation results of cases such as: AIC, Viet A, rescue flight...; distorting personnel work causing public confusion and internal division. In particular, Nguyen Van Dai also used artificial intelligence AI to produce video clips that create images and content that distort and defame Party and State leaders.

The prosecution, investigation, prosecution, and trial of the absence of Le Trung Khoa, Nguyen Van Dai (all subjects with Vietnamese nationality) is a correct decision, in accordance with the expectations of the people; ensuring the right person, right crime, in accordance with the provisions of Vietnamese law; in accordance with the provisions of international law and in accordance with national and ethnic interests. It is a manifestation of a strong rule-of-law state, a sovereign nation, and a nation that never accepts being insulted, divided or led by false arguments. Vietnamese procedural agencies have fully implemented procedures and procedures in accordance with the law.
The investigation is based on clear, objective evidence and in accordance with domestic and international legal regulations. Not only in Vietnam, but every country in the world does not allow any organization or individual to abuse democratic freedoms, freedom of speech, and freedom of the press to infringe on national security, infringe on the interests of the State, and the legitimate rights and interests of organizations and individuals. If an individual abuses their freedoms and democracies to sabotage and harm national security, social order and safety, and affects the legitimate rights and interests of others, they will be severely punished by law, regardless of who that person is. This is the law enforcement and an internal affair of Vietnam, any intervention of a nation, organization, or individual in the investigation and handling of the above-mentioned subjects is not in accordance with the principles and contents of international law.
Relevant countries need to fulfill common responsibility in fighting against subjects who take advantage of cyberspace to undermine Vietnam's peace and stability. In the digital age, cybercrime and anti-state propaganda activities are cross-border in nature, requiring close international cooperation. Handling subjects is not only Vietnam's responsibility but also an objective requirement for countries that are tolerating and harboring residents.
Purpose and tricks of disseminating distorted and defamatory information for personal gain
Le Trung Khoa profiteers of a very large amount of money from user access and views, 90% comes from Vietnam. This is a source of funding for sabotage activities, promoting subjects to increase the production of distorted and fabricated content to attract views and public following. The higher the views, the larger the amount of money the subjects profit.
Besides spreading distorted and fabricated information, Le Trung Khoa made a call for donations and support under the guise of "fighting", but in fact for personal gain.
Le Trung Khoa's tricks can be mentioned: Chopping up, shocking headlines to attract public opinion. Recently, subjects have used AI and Deepfake technology to impersonate sounds and images of Party and State leaders to attract public attention. Assaulting the psychology of frustration and sympathy, impersonating "combatants" or "victims" to create prestige. Calling for donations and financial support through accounts and electronic wallets but without transparency, in fact, it is personal gain. The ultimate goal: Discrediting organizations, causing public confusion and illegal profits.
Recommendations for social media users
Supporting the above subjects will create conditions for subjects to illegally profit, and at the same time promote subjects to fight more fiercely. Therefore, functional agencies recommend that social network users not transfer money, donate or support accounts and electronic wallets that are not identified, not transparent, and have activities of spreading distorted and fabricated information in cyberspace. Always verify information, only contribute to legitimate organizations and funds with clear legal entities.
Do not share, comment, or spread distorted or false content to avoid facilitating violations.
Clearly recognize legal responsibility that may occur. That is the act of assisting or sponsoring illegal activities that may be administratively sanctioned or criminally prosecuted.
The risk of personal information leakage is very high, when transferring money, subjects can use it to defraud, impersonate or sell personal data.
Proactively report to functional agencies when detecting illegal support calls or signs of fraud.
