Government Inspectorate determines 491 projects needing further inspection

The Government Inspectorate determined that 491 projects with difficulties, obstacles, and prolonged backlogs need to continue inspection work; about 2,500 projects are not subject to inspection.

On December 30, in Hanoi, Politburo Member, Prime Minister Pham Minh Chinh chaired a Conference to thoroughly grasp and implement the National Assembly's resolutions on removing obstacles for projects and land in inspection and examination conclusions, judgments and the national target program on building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.

Regarding removing obstacles for land projects in inspection and examination conclusions and judgments, the Prime Minister said that after a period of implementing Conclusion 77 of the Politburo and Resolution 170 of the National Assembly, we have achieved some positive results.

Many obstacles have been resolved, and the project continues to be implemented, bringing results and releasing resources for the state, businesses and people. Up to now, 5,203 projects have been removed and oriented to be removed.

Of which, 3,289 projects and land with a total investment of about 1.67 million billion VND, 70,000 hectares of land have been put into operation.

Localities have continued to review, the database system of the Steering Committee for Resolving Outstanding Projects recorded 2,991 projects with difficulties, obstacles, and prolonged problems that need to be removed with a total scale of more than 153,000 ha with a total investment of 2.46 million billion VND.

In which, the Government Inspectorate identified 491 projects that need to continue inspection work; the remaining about 2,500 projects are not subject to inspection and continue to be implemented according to Conclusion 77 and Resolution 170.

The Ministry of Finance shall take the lead in coordinating with the Government Inspectorate to review, summarize, and submit to the Government for promulgation a list of projects and land that meet the conditions for applying mechanisms and policies in Resolution 170, so that localities have a basis for immediate implementation.

Soon submit to the Government for promulgation a Resolution on mechanisms to remove difficulties and obstacles for transitional BT projects in January 2026; urgently transfer projects under the authority of ministries, branches, and localities for thorough handling.

The Prime Minister clearly stated that it is necessary to thoroughly handle the obstacles of projects under its authority to resolve; not to evade or shirk responsibility. The heads of ministries, branches and localities must be responsible to the Government for this issue.

For projects that need inspection, examination, and audit, continue to work urgently, not evade, focus on proposing solutions to remove difficulties, release resources, overcome difficulties, obstacles and consequences to soon put the project into operation, without waste or loss.

Regarding the second content of the conference, the Prime Minister clearly stated that Resolution No. 257/2025/QH15 of the National Assembly is a major policy, of important significance to continue to improve institutions, remove difficulties and obstacles, promote sustainable development of agriculture, ensure social security and socio-economic development in rural and mountainous areas, and ethnic minority areas.

The Prime Minister clearly stated that the issue is to organize good implementation, ministries and sectors, review to ensure that there is no duplication of scope and subjects; promote decentralization and delegation of power in implementation.

The Prime Minister directed the Ministry of Agriculture and Environment to urgently develop a feasibility study report and issue a decision to invest in the program.

The Ministry of Finance proactively and urgently advises and promulgates guiding documents on program management, regulations on business capital management; and accelerates the progress of assigning investment capital plans.
