According to the latest report of Da Nang City as of September 10, the payment of gifts of VND 100,000/person according to the Government's policy on the occasion of the 80th anniversary of the August Revolution and National Day on September 2 has not been completed in many localities.
According to statistics, the whole city has more than 3.3 million people eligible to receive gifts, equivalent to more than 330 billion VND from the budget. However, as of September 10, only more than 2.26 million people have been paid, reaching 76.84%.
Notably, the three mountainous communes of Thanh My, Dac Pring and Hiep Duc are respectively in the group of early completion and exceeding the payment plan by 100%. Of which, Hiep Duc commune reached a rate of 100.37%, ranking 3rd in the city in terms of disbursement progress.
Secretary of the Hiep Duc Commune Party Committee Le Quang Quynh said: "As soon as we received the instructions and funding, we immediately mobilized forces, assigned cadres to each village, and handed it over to the people. Mountainous areas are difficult to travel to, if there is a delay, it will cause frustration, so we must do it quickly, transparently, and to the right subjects. Only then can people truly feel the attention of the State on this great occasion.
The expenditure exceeding 100% of the population in the national database initially compiled by the Commune Police is due to cases that have arisen in practice (such as not having a birth certificate). When paying for these cases, the locality sends a working group including the police and the village People's Committee to verify carefully, ensuring that the payment is correct and sufficient for the subjects, leaving no one behind. Up to now, these cases have been updated in the database - Hiep Duc commune leader added.
On the contrary, many localities in the plains and central areas with a very low population density rate are below 50%. The lowest is the newly paid Nui Thanh commune for 6,173/69,406 (8.89%).
A local leader in the group with a low gift payment rate of 2.9 said that the actual payment results are larger but have not been updated to social security payment software on the national population database platform, leading to a low rate.
Faced with this delay, the leaders of the People's Committee of Da Nang City criticized the localities for allowing the situation to persist for a long time, and at the same time requested the urgent completion of payments to ensure the rights of the people.
The Chairman of the People's Committee at the commune level is directly and fully responsible to the Chairman of the City People's Committee if the update results on the social security payment software do not change, the update rate is low, and the tasks assigned by the Government are not completed.
In case of lack of resources, localities should proactively use ward and commune budget sources to give gifts to the people, then report to the Department of Finance for additional funding. The deadline for payment is no later than September 15, 2025.
