Da Nang City officially applies the new Architecture Management Regulation with many important adjustments related to height, number of floors built according to the road cross-section. This regulation also does not allow investment in large-scale public, commercial, and service works in alleys and alleys to ensure fire and explosion safety and urban infrastructure.
According to Decision 07/2026/QD-UBND, Da Nang City People's Committee amended and supplemented the Regulation on architectural management issued earlier. Many new regulations focus on managing detached houses, hotels, offices for rent and types of works that are at high risk of impacting technical infrastructure, traffic and urban safety.
New regulations allow some roads to increase the number of floors built, but apply strictly according to the current road surface cross-section. Hotel and office buildings on land plots with a smaller area or equal to 200m2 are only allowed to build up to 7 floors. Roads with a road surface cross-section of less than 5.5m are only allowed to build up to 6 floors. Roads with a cross-section of less than 7.5m are allowed to build up to 7 floors. Roads with a cross-section from 7.5m to less than 10.5m are allowed to build up to 9 floors. In case of two-front land plots, adjacent to independent roads with sidewalks and an area of 500m2 or more, the height of the project must not exceed 46m. For roads with larger cross-sections, the maximum height must be consistent with zoning planning, detailed planning and air elevation limits.
For urban detached houses, the new regulations clearly stipulate the construction density according to the land plot area. Small land plots are allowed to be built at a higher density, but must strictly comply with the requirements for height, height and land use coefficient. The maximum land use coefficient is controlled at 7 times. For roads that have been approved for investment policies, the road cross-section according to the investment scale is considered the basis for applying the regulations.
Houses in alleys and alleys are managed more strictly. Houses with road boundaries smaller than 2.5m can only be built up to 3 floors, with a total height of no more than 13m. Houses with road boundaries from 2.5m to less than 7m can be built up to 4 floors, with a total height of no more than 16.5m. Houses with road boundaries from 7m or more can be built up to 5 floors, of which the top floor must be at least backwards from the red line boundary, with a total height of no more than 20m.
Notably, the city does not allow the construction of public works projects, centralized and large-scale commercial and service works in alleys and alleys. Types such as supermarkets, restaurants with business areas of 500m2 or more, karaoke services and similar works are prohibited due to large parking lots and high fire and explosion risks. Conversely, small-scale social infrastructure works and household business activities are still allowed if they fully meet legal conditions and comply with height limits such as detached houses.
These regulations are applied in the central and vicinity areas of the city. In parallel, the City People's Committee decentralizes the authority to issue construction permits to specialized agencies and grassroots-level People's Committees in accordance with the type, level of construction and management area, in order to strengthen the effectiveness of construction order management.
