According to information from the Da Nang City People's Committee office, this locality has just issued a decision amending and supplementing the City Architecture Management Regulations.
According to new regulations, the city does not allow investment in the construction of public works at ward and urban levels; large-scale concentrated commercial and service works such as supermarkets, restaurants with a business area of ≥ 500m2, karaoke services and similar works in alleys.
The reason given is that these projects often have a large need for parking lots and pose a high risk of fire and explosion, causing serious pressure on traffic infrastructure and rescue work in case of incidents.
However, social infrastructure works serving essential needs such as kindergartens, community centers, playgrounds or household-scale business activities are still allowed to be built if they meet the conditions according to legal regulations.
In the new regulations, Da Nang City adjusts the detailed number of floors based on the current road surface cross-section and the purpose of using the project.
For hotel and office buildings for rent:
- Only allowed to build a maximum of 7 floors on land plots with an area of less than or equal to 200m2.
- For larger land plots: Current road surface < 5.5m building up to 6 floors; road surface < 7.5m building up to 7 floors; road surface from 7.5m to under 10.5m building up to 9 floors.
- For positions with 2 facades (road surface from 5.5m or more) and land plot area ≥ 500m2, construction height is allowed not exceeding 46m.
For urban individual houses:
- Roadway with sidewalks > 5.5m: Maximum 6 floors built.
- Road surface < 7.5m: Maximum 7 floors built.
- Road clearance from 7.5m to under 10.5m: Maximum construction of 9 floors.
The maximum permitted land use coefficient is 7 times. With a road surface ≥ 10.5m, the height complies with zoning and airspace planning.
For alley alleys:
- Road boundary < 2.5m: Building up to 3 floors (height not exceeding 13m).
- Road boundary from 2.5m to < 7m: Building up to 4 floors (height not exceeding 16.5m).
- Road boundary ≥ 7m: Building a maximum of 5 floors. Notably, the 5th floor must be built at least 3m backwards from the red line boundary.
Regarding the density of private house construction, the city stipulates: Land plots ≤ 90m2 are allowed to build up to 100% of the area; land of 100m2 is built up to 90% and land of 200m2 is built up to 70%.
At the same time, according to Decision No. 09/2026/QD-UBND, the city also decentralizes the authority to issue construction permits to the Department of Construction, functional area management boards and People's Committees of communes and wards in accordance with the type of project and administrative boundaries for management.
