Vice Chairman of the City People's Committee Tran Nam Hung has just signed and issued an urgent official dispatch to rectify and promote the disbursement of public investment capital in 2026. According to this official dispatch, the City People's Committee decided to severely criticize the Chairman of Tien Phuoc Commune People's Committee and the Chairman of Dien Ban Dong Ward People's Committee. These are two localities subject to administrative merger between Quang Nam province and Da Nang city from July 1, 2025. The disbursement of public investment capital of these two units as of the end of June 30 only reached less than 15%, failing to complete the progress target. City leaders requested the heads of localities to directly organize reviews of each project, commit to detailed disbursement progress monthly and proactively coordinate with the Department of Finance to thoroughly handle outstanding problems.
In the center of Da Nang City, the project to renovate and upgrade Vo Duy Ninh road (Son Tra ward) started on July 7, 2025 but continuously delayed completion; similarly, the project to upgrade technical infrastructure around Tong Phuoc Pho road until the end of June 2026 is still in a state of cluttered crushed stone.
Every time a vehicle passes by, dusty dirt rolls up high, flying straight into people's houses on both sides of the road, completely disrupting daily life. Not only suffering from dust in the sunny season, people also have to face serious flooding worries every time the rainy season comes. Due to incomplete drainage systems, rainwater rushes in, causing localized stagnation and then overflowing directly into people's houses. The main cause of this delay is identified as site clearance at unfinished urban intersections.
Therefore, most recently, Chairman of the City People's Committee Nguyen Manh Hung signed an official dispatch requesting to urgently accelerate the construction progress. For Vo Duy Ninh road, the Project Management Board for Transport and Agricultural Works must coordinate with Son Tra Ward People's Committee to complete asphalt pavement in July. For Tong Phuoc Pho road, the unit must complete it before August 10, and initially urgently gather gravel and compact the roadbed to ensure safety for travel.
In addition to people's livelihood projects, the disbursement progress of investment capital from the State budget managed by the locality of Da Nang city in the first 6 months of the year is estimated to reach 6,471 billion VND, reaching 40.1% of the annual capital plan assigned.
To promote disbursement and complete the 2026 plan, Chairman of the City People's Committee Nguyen Manh Hung requested investors and project management boards to develop detailed construction plans for each project. In which, for the radial branch connecting the Da Nang - Quang Ngai and Hoa Lien - Tuy Loan expressway (belonging to the National Highway 14B intersection project), the Project Management Board of transport and agricultural works must complete it before December 31.
