Da Nang outlines a breakthrough strategy for mountainous areas in the new period

In the general development picture of Da Nang after the merger, the agricultural, rural and mountainous sectors always occupy a strategic position, an important measure of sustainable development and social justice. According to the report of the Department of Agriculture and Environment submitted to the 1st Congress, term 2025 - 2030, the poverty reduction journey of Da Nang City is taking place with great effort but also many difficulties.

Looking back at the period of 2020 - 2025, it can be affirmed that national target programs, especially the New Rural Development and Sustainable Poverty Reduction Program, have truly become a "backbone", the strongest lever to change the face of rural and mountainous areas.

In the old Quang Nam province, the emulation movement "Quang Nam joins hands for the poor - No one is left behind" has achieved encouraging results. The whole province has mobilized a huge resource, up to over 11,000 billion VND. This capital has been concretized into 180 essential infrastructure projects in 6 poor districts, contributing significantly to the completion of the transportation, irrigation and school systems. In particular, 364 production development projects have been implemented, creating stable livelihoods and income for thousands of poor and near-poor households.

One of the most humane and profound achievements is the elimination of temporary houses. More than 8,100 temporary and dilapidated houses have been supported to be rebuilt and repaired. In particular, the campaign to eliminate temporary houses according to Directive 42 of the Prime Minister, by mid-2025, the old Quang Nam province had implemented 10,253 houses out of a total of 10,303 houses, reaching an almost absolute rate of 99.51%. Thanks to those efforts, the multidimensional poverty rate in the whole province has decreased dramatically from 7.79% (in 2021) to an expected 3.86% by the end of 2025, far exceeding the assigned target.

In the old Da Nang city, poverty reduction work has also achieved comprehensive results. With the total budget for implementing the "For the Poor" movement in the 2021-2025 period of up to 1,225.3 billion VND, the city aims to eliminate all poor households with working capacity by the end of 2025, bringing the remaining poverty rate to 0%.

Along with poverty reduction, the new rural construction program has truly changed the face of rural areas, bringing the gap between rural and urban areas closer. By the end of the period, the old Quang Nam province had 144/186 communes meeting new rural standards, of which 64 communes met advanced new rural standards and 19 communes met model new rural standards. Da Nang City (old) is even more impressive when 11/11 communes have met new rural standards, including 8 advanced new rural communes and 2 model new rural communes. The One Commune One Product (OCOP) program also exploded, becoming a driving force for rural economic development with 171 products recognized in Da Nang and 564 products in Quang Nam.

"Bottlenecks" and challenges

In addition to outstanding achievements, the Department of Agriculture and Environment of Da Nang City has also frankly acknowledged the limitations and "bottlenecks" that need to be resolutely resolved in the coming period. This is not a formal self-criticism, but a serious examination to find solutions for sustainable development.

One of the major limitations pointed out is the direction and management of some local governments in building new rural areas that do not meet practical requirements, especially in mountainous areas. Some localities after meeting the new Rural standards have shown signs of stagnation and lack of drastic concentration, leading to a slow maintenance and improvement of criteria according to the new set of criteria.

The problem of resources is also a big challenge. The report stated that although the state budget resources for the New Rural Program are of interest, they are still lower than the previous period (reduced by about 30%), causing many set goals to face difficulties in the implementation process. In addition, attracting investment in agriculture and rural areas still faces many difficulties, especially procedures related to land. Cooperation models and production linkages along the value chain associated with the consumption market are still difficult, and the replication of agricultural extension models is not very effective.

The cause of these limitations is determined to come from both objective and subjective factors. objectively, the management area of the industry is very large, the field is complex and sensitive, while human resources are still thin. The COVID-19 pandemic in the first years of the term has had a serious impact, causing many activities to stagnate. The legal system, especially on land, is still unstable and overlapping. Subjectively, the report also frankly admitted that political and ideological education in some Party cells has not been really done well, leading to cases of Party members violating discipline. Some Party committees and leaders are not really exemplary, lack determination in direction, affecting the quality and efficiency of work.

Breakthrough strategy for rural and mountainous areas

From the profound lessons learned from the past term, the Party Committee of the Department of Agriculture and Environment has outlined a direction, goal and comprehensive solution system for the 2025-2030 period, with the action motto "Solidarity - Discipline - Innovation - Development".

The vision for the future is to build a multi-value, emission-reducing, ecological, circular agriculture, associated with building a comprehensive and modern new rural area. Strive to reduce the city's multidimensional poverty rate to 2.66% by the end of 2030 (rural areas to 4.86%); 80% of rural households have access to clean water according to standards; 75.7% of communes meet new rural standards, of which 45.3% meet advanced new rural standards.

To realize these goals, a series of strategic projects and solutions will be implemented. For coastal plains, the focus is on developing high-tech agriculture. For the midland and mountainous areas, this will be a comprehensive transformation. The city will focus on developing and implementing a project to apply specific mechanisms to develop the western mountainous region. The focus is on developing national forestry and medicinal resource areas, with key crops such as Ngoc Linh ginseng and Tra My cinnamon. Along with that are projects to plant large timber forests, allocate forests, lease forests, build disease-free livestock areas...

In particular, the poverty reduction program will continue to be promoted, along with policies to support population arrangement and stabilization. The construction of new rural areas will go into depth, aiming at advanced and model criteria, with at least 50% of villages recognized as model new rural villages, of which 10% are smart new rural villages.

The journey ahead still has many challenges, especially in the context of expanding administrative boundaries and increasing the workload. However, with the solidarity and consensus throughout the Party Committee, the lessons learned and a clear strategic vision, the Da Nang agricultural and environmental sector has enough basis to believe in a sustainable development future, contributing significantly to the goal of building Da Nang into a growth pole of the country, and more importantly, leaving no one behind on the development path.
