On the morning of March 27, many farmers near the Northern cemetery area, in Luong Hoa village, Vinh Luong commune, Nha Trang city, Khanh Hoa province, could not help but be excited and discuss when reading the news that the green factory area they see every day is a place that produces tons of drugs.
According to the Ministry of Public Security, in November 2024, Truong Xuan Minh, 51 years old, from Taiwan (China) asked a tenant to rent a 1,000m2 plot of land, located on the back of a hill next to the Northern cemetery, Nha Trang.
This area has only one road, surrounded by graves, fields of local people and garbage collection areas. Truong Xuan Minh hired someone to install a pre-processed house to build a drug factory, right above the parking lot of an environmental company.
From the concrete road running through the cemetery to this factory area, about 500m, is poured with gravel. To enter the factory, there was a gate, Minh installed cameras along both sides of the road and raised dogs to guard.
With the cover to produce foam to treat wastewater, inside the workshop, Minh installed a 3-phase electrical system, a power generator, 7 large-capacity reacting and cooling systems, a centrifuge, a smell processor, an vacuum pump, a water purifier... to mix with raw materials, and make drugs.
A resident with a mango plantation opposite the factory area of Truong Xuan Minh said: "Since the beginning of 2025, I have seen vehicles coming and going, thinking they are recycling plastic or waste.
I have been farming here for more than 20 years, passing by every day but never thinking that they are drug addicts. Last night, I was surprised after reading the news. I am happy that the police can solve the case soon to eliminate the crime that caused the death of so many people".
The surprise and joy were also shared by people living near the drug processing factory area.
Mr. H worked right under the drug processing factory area, but he did not see any unusual signs.
"I kept thinking that the people were renting the fields to build factories and didn't see anyone going to the area where I was on duty. Late on March 22, when I saw the police appearing, I was surprised. Today, I can't believe the press reporting that tons of drugs are being processed here.
Congratulations to the police forces for successfully solving the case. If these drugs were taken away for consumption, how many people would be harmed, said Mr. H.
At around 0:00 on March 22, nearly 200 officers and soldiers simultaneously attacked and arrested subjects illegally producing drugs at 3 locations in Vinh Luong commune, Vinh Phuong commune, Nha Trang city.
Initially, the Ministry of Public Security determined that Truong Xuan Minh, a Taiwanese national (China) was at the head of the ring.
At the production facility located next to the Northern cemetery, in Luong Hoa village, Vinh Luong commune, the authorities seized 118 kg of finished ketamine, 160 liters of ketamine solution, 17 tons of chemicals, and chains and equipment for drug production.
At the warehouse at 47 Cat Loi, Vinh Luong commune, about 90 kg of ketamine, 270 liters of solution and chains and equipment for drug production were seized. At the warehouse in Vinh Phuong commune, about 57 tons of chemicals and 380 liters of gas were seized.
To date, the authorities have seized a total of 1.4 tons of ketamine with very high purity, nearly 80 tons of chemicals and related equipment. At the same time, 7 Chinese subjects and 2 Vietnamese subjects were detained to serve the investigation and handling according to regulations.
According to the Ministry of Public Security, the subjects who produced the drugs, if completed, would temporarily suspend their activities and return home.
