In December 2024, Nha Trang City Chairman Tran Minh Chien signed an assignment for departments, communes and wards to review and compile documents and project files using state budget funds that Dung Loi Company Limited won the bid to construct from 2019 to present.
The review was carried out after the locality received a request from the Investigation Police Agency, Khanh Hoa Provincial Police, regarding the provision of evidence, objects, documents, and electronic data to serve the investigation of the case of "Violating bidding regulations causing serious consequences".
This case occurred at Nha Trang City Public Service Management Board and Dung Loi Company Limited.
According to documents obtained by Lao Dong, in less than 3 years, Nha Trang Urban Management Department has received and issued acceptance notices for about 410 construction documents.
Of which, in 2022, Nha Trang Urban Management Department received 151 construction project files and issued acceptance notices. By 2023, the number of acceptance projects was 150 projects.
Then, by mid-2024, 124 dossiers were received, of which 110 dossiers had issued acceptance notices; 2 dossiers were waiting for inspection results from the Khanh Hoa Construction Planning and Inspection Center, 4 dossiers had not met quality requirements, 3 projects were being implemented and 6 dossiers were being processed, with no plans issued.
Also from 2023 to June 2024, at Nha Trang Construction Management Board, there were 10 projects accepted and handed over.
These are the projects of Upgrading and Renovating Ke Bridge according to its current status; Ngoc Thao Bridge; Anti-landslide embankment in Nui San area; Reinforcing and repairing the embankment of Nguyen Van Linh street, Hon Ro 1 residential area; Upgrading and renovating the sidewalk of Le Hong Phong street; Level 3 pipeline system of Duong De canal; Upgrading and renovating Ly Thanh Ton - Phan Chu Trinh street; Upgrading and renovating 2/4 Square; Upgrading and renovating the sidewalk of 2/4 street and Tran Quy Cap street; New construction of Trung Vuong Secondary School.
At this board, there are 8 projects that have not been accepted, including Upgrading and renovating Ngo Gia Tu Street; Planting trees on the median strip of Ring Road 2 - Southern branch; Repairing and renovating Hai Ba Trung Street; Road to the project to recreate Dong Bo base; Embankment to prevent landslides of Luong Hoa stream; Road No. 38 - Residential area of Phuoc Dong commune; Ly Thai To Secondary School (phase 2); Construction of new Thai Nguyen Secondary School.
At Nha Trang Public Utility Management Board alone, 9 projects have been accepted by the Urban Management Department, 6 projects have not been accepted.
In 2023 and 2024, there are a number of bid packages at Nha Trang Public Utilities Management Board assigned to Dung Loi Company for the project of upgrading and renovating Tram Huong Tower Park.
Through online bidding, the Dung Loi - Ngan Thanh M&E joint venture won the bid for the project to renovate and beautify October 23 Park with a value of more than 6 billion VND; Dung Loi Company was selected after online bidding to construct the project to upgrade and renovate the median strip of Tran Phu Street, from Tran Phu Bridge to Hoang Dieu (online bidding) with a value of more than 11.4 billion VND.
Still in 2023 and 2024, at the Public Utility Management Board, a number of projects were assigned to contractors, including the project to renovate and upgrade the lighting system of the Victory Monument for Vilight Company Limited (worth more than 780 million VND); the project to upgrade and renovate the coastal park from 2/4 Square to Tue Tinh for the Trong Nghia Joint Venture (7.3 billion VND) - Vilight (3.3 billion VND).
