Nha Trang City People's Committee has received a request from the Investigation Police Agency, Khanh Hoa Provincial Police regarding the provision of evidence, objects, documents, and electronic data to serve the investigation of the case "Violating bidding regulations causing serious consequences".
This case occurred at Nha Trang City Public Service Management Board and Dung Loi Company Limited.
In the document signed by Nha Trang City Chairman Tran Minh Chien, the Finance and Planning Department was assigned to review and compile documents and project files using state budget capital for which Dung Loi Company Limited won the construction bid.
The above packages have been invested by functional units of Nha Trang city since 2019.
In addition, the City Inspectorate reviewed and compiled statistics related to conclusions and documents related to plans, inspection periods, and examinations of projects of units under Nha Trang as investors related to Dung Loi Company Limited from 2019 to present.
Departments, offices and units of the city, communes and wards review and compile documents and project records using state budget capital for which Dung Loi Company Limited won the construction bid from 2019 to present.
Before December 20, the above units must complete their work and report and advise the Nha Trang City People's Committee to respond to the Investigation Police Agency, Khanh Hoa Provincial Police.

In November 2024, Khanh Hoa Provincial Police prosecuted and temporarily detained Ms. Nguyen Thi Hong Sam - Director, Mr. Nguyen Van Cuong - Head of Planning and Technical Department, Nha Trang City Public Service Management Board to investigate the acts of "Violating bidding regulations causing particularly serious consequences" and "Receiving bribes".
In connection with the above case, Mr. Trinh Doan Dung - Director of Dung Loi Company Limited and Ms. Phan Thi Nhu Thuy - Director of TL Nha Trang Construction Consulting Company Limited, were prosecuted and temporarily detained for the act of "Violating bidding regulations causing serious consequences".
According to the investigation, Ms. Sam and Mr. Cuong took advantage of their positions and powers to receive bribes from consulting contractors. These two people illegally intervened in bidding activities, violating legal regulations on ensuring fairness and transparency.
This act illegally benefited the contractor, Dung Loi Company Limited, causing serious damage to state assets.
Mr. Trinh Doan Dung was investigated for fraud in bidding, intentionally providing dishonest information in Dung Loi Company's bidding documents to be considered for the winning bid.
