On March 28, the leader of the People's Committee of Quang Tri province confirmed that on March 26, the People's Committee of Quang Tri province submitted a draft resolution of the Provincial People's Council on financial support for a number of civil servants and public employees of the Quang Tri health sector who were sent to study after university and have not received support.
According to the submission, there are currently 66 cases of civil servants and public employees in the Quang Tri provincial health sector participating in postgraduate training from 2014 to present, but have not yet enjoyed the province's postgraduate tuition support policy.
There are 18 civil servants and public employees who go to school on time according to Resolution No. 09/2017/NQ-HDND (regulating training, fostering, treatment policies, attracting quality human resources of Quang Tri province in the period of 2013-2020), but due to the COVID-19 epidemic, the graduation period has been extended to 2022.
48 civil servants and public employees went to school and had their study time extended through the resolutions of the Provincial People's Council (Resolution No. 09/2017/NQ-HDND, Resolution No. 114/2020/NQ-HDND and Resolution No. 166/2021/NQ-HDND) but there were no transitional provisions between the resolutions.
Regarding the reason for the delay in supporting training costs for the above 66 cases, the leaders of Quang Tri province said that there are both objective and subjective reasons. objectively, the COVID-19 epidemic has caused medical human resource training facilities to temporarily suspend operations due to social isolation, thereby affecting the study and graduation time of 18 doctors and nurses. The subjective reason is that the research and consultation work of relevant professional agencies is still limited, lacking, not reviewing all subjects, not promptly coordinating closely, so when there is no transition clause between resolutions, it leads to 48 doctors going to school for several years without training funding support...
"We have collected opinions, then reached a consensus to propose the Provincial People's Council to approve a new resolution to resolve the regime for 66 doctors and nurses with a total amount of more than 3.5 billion VND" - Mr. Ha Sy Dong - Acting Chairman of the People's Committee of Quang Tri province confirmed.
