The Ministry of Public Security is drafting a Decree regulating the management and use of funds collected from administrative fines for traffic safety violations and vehicle license plate auctions.
Clause 1, Article 5 of the draft on expenditure levels is as follows:
Expenses for conferences, seminars, and talks to implement tasks and ensure traffic order and safety: Not more than VND 1,000,000/1 presentation serving conferences, seminars, and talks; hall rental not more than VND 200,000,000/1 meeting; expenses for delegates attending meetings (chair: VND 500,000/person; attending members: VND 200,000/person).
Expenses for training, education, and professional development on traffic order and safety: Expenses to support participation in training, education, and professional development: 200,000 VND/1 student/1 day; 500,000 VND/1 lecturer/1 day.
Visiting and supporting victims and families of traffic accident victims:
In particularly serious traffic accidents: Support shall not exceed VND 10,000,000/person who died; not exceed VND 5,000,000/person who was seriously injured.
During the Lunar New Year, “World Day of Remembrance for Road Traffic Victims”: Visiting expenses not exceeding VND 5,000,000/person for seriously injured victims and families of traffic accident victims in difficult circumstances.
The allowance for officers and soldiers participating in ensuring traffic order and safety at night is a maximum of VND 200,000/person/shift (1 shift is 4 hours or more, night work time is from 10:00 p.m. the previous night to 6:00 a.m. the following morning), not exceeding 10 shifts/month.
The allowance for officers and soldiers directly performing traffic congestion prevention and control tasks in Hanoi and Ho Chi Minh City is 100,000 VND/shift/person, maximum of 15 shifts/month; in Hai Phong City and Da Nang City, the allowance is 100,000 VND/shift/person, maximum of 10 shifts/month; in Can Tho City, the allowance is 100,000 VND/shift/person, maximum of 5 shifts/month.
The amount of information purchased for each case is equal to 10% of the administrative fine imposed on the organization or individual, but not exceeding VND 5,000,000.
Expenditure level for proposing to draft legal documents: Not more than VND 2,000,000,000/01 law, ordinance, resolution; not more than VND 500,000,000/01 decree.
Expenditure level for survey and assessment of policies on ensuring traffic order and safety: Not more than VND 200,000,000/01 task.
Expense level for statistics and digitization of data to ensure traffic order and safety: VND 5,000/01 A4 page.
Support level for people conducting inspections of administrative violation handling and patrolling in the field of ensuring traffic order and safety: 300,000 VND/person/01 day.
Payment level for groups and individuals who provide valuable information to help ensure traffic order and safety: No more than VND 5,000,000/incident.
Other expenses for ensuring traffic order and safety according to the provisions of law.
Thus, the amount of money deducted from administrative fines for traffic safety violations will be spent by the authorities on many things.
In particular, the authorities will pay a maximum allowance of 200,000 VND/person/shift to officers and soldiers participating in ensuring traffic order and safety at night (including traffic police).
