The Ministry of Finance is seeking opinions from ministries, branches, and localities on the draft Circular regulating the working fee regime, conference spending regime, replacing Circular No. 40/2017/TT-BTC and Circular No. 12/2025/TT-BTC.
One of the notable contents of the draft is the proposal to adjust the monthly travel allowance for some subjects who regularly have to travel on mobile business trips.
According to the draft, cadres, civil servants, and public employees at the provincial and commune levels who regularly have to go on mobile business trips for more than 10 days/month and cadres, civil servants, and public employees of the remaining agencies and units who regularly have to go on mobile business trips for more than 10 days/month will be considered for application of the monthly travel allowance regime.
Based on the subjects, working characteristics and financial capacity, heads of agencies and units shall specifically stipulate the subjects, the monthly work fee quota level to support parking fees, travel expenses and must be specified in the internal spending regulations of the unit.
The draft stipulates a contract level of 1,000,000 VND/person/month for cases where mobile working areas are villages and communes in ethnic minority and mountainous areas that are particularly difficult. For the remaining areas, the contract level is 700,000 VND/person/month.
For cases that are currently enjoying monthly business trip allowances but are assigned by competent authorities to perform tasks according to specific working trips, the draft regulation still stipulates that business trip allowances are paid for each business trip according to the regulations in the circular.
At the same time, these subjects are still entitled to the contracted monthly travel expenses if they go on mobile missions for more than 10 days/month.
The Ministry of Finance said that the draft proposes to increase the monthly work allowance for mobile work areas being villages and communes in ethnic minority and mountainous areas with special difficulties from 700,000 VND to 1,000,000 VND/person/month.
The reason given is to ensure working conditions for people working in difficult areas with complex geographical conditions. Particularly difficult villages, especially difficult communes (zone III communes) are specified in Decree No. 272/2025/ND-CP dated October 16, 2025.
Regarding the subjects enjoying monthly work allowance contracts, the Ministry of Finance proposes to amend the regulation from "commune-level officials who regularly travel on mobile trips for more than 10 days/month; officials, civil servants, and public employees of the remaining agencies and units who regularly travel on mobile trips for more than 10 days/month" to "provincial-level and commune-level officials, civil servants, and public employees who regularly travel on mobile trips for more than 10 days/month; officials, civil servants, and public employees of the remaining agencies and units who regularly travel on mobile trips for more than 10 days/month" to be consistent with the 2-level local government model.
In addition, the draft also revises the phrase "gasoline" to "travel costs" to suit the current reality when there are many types of vehicles that do not use gasoline, such as electric vehicles.
