Localities missed appointments, people are still waiting for support after the storm

After Lao Dong Newspaper reflected a series of inadequacies in verifying and spending supporting agricultural production after storm No. 13 - Kalmaegi in Hoa Hoi commune (Gia Lai), the commune government committed to completing the settlement of complaints and support payments in July 2026. However, the deadline has passed, and many households have not yet received the support to recover production in time after the storm.

Local missed appointment

Confirming with Lao Dong Newspaper, Mr. Nguyen Van Kim (born 1970), Ms. Phan Thi Hien (born 1958) both residing in Tan Hoa Nam village; Mr. Nguyen Van Thanh (born 1940, residing in Hoa Dai village) and many other households said that after many months of sending complaints, they still do not know how much support their family has received and when it will be paid. "I have sent complaints to the village and commune for a long time. But so far I have not seen officials come down to verify the damage to resolve for the family" - Mr. Thanh said.

Explaining the delay compared to the commitment, Ms. Vo Thi Thanh Hoa - Head of the Economic Department of Hoa Hoi commune (Gia Lai) - said that the verification of complaints and the establishment of supplementary support lists coincided with the time when the locality was arranging and merging villages and residential groups, so it could not be completed on schedule.

According to Ms. Hoa, after the merger, the village area is wider, so the commune mobilized both the old and new village heads to review each case, ensuring strict verification, avoiding repeating errors in the previous payment period.

After completing the review, the results will be publicly posted in the villages for people to compare and confirm. According to the set schedule, the villages must complete the dossiers before July 30 and send them to the General Economic Department. However, due to the large number of cases needing verification in Tung Chanh and Hoa Dai villages, the villages requested an extension until early August.

When the villages submit complete dossiers, we will summarize and apply the support level of each household and continue to publicly post them in the village for 10-15 days. If no opinions arise, the locality will approve the list, and it is expected to complete the payment in August" - Ms. Hoa said.

Regarding the reflection that Mr. L.V.B - Head of Tan Hoa Nam village (now Secretary of the new Tai Duc village) - came to the house to request Mr. Kim and his wife to adjust and reduce the number of damaged crops to re-establish a confirmation record, Ms. Hoa informed that the commune has assigned a working group to verify. After having the summary results from the villages, the locality will invite Mr. L.V.B to work to clarify the reflected content.

Don't let mistakes happen again

Responding to the progress of resolving complaints and support after the storm, Chairman of Hoa Hoi Commune People's Committee - Dinh Thanh Tien affirmed that the locality has established working groups to verify the actual damage of each case. After completing the review and public disclosure in the villages, the dossier will be submitted to the Commune People's Council for approval before approving support payments.

According to Mr. Tien, the initial plan was to complete the payment in July 2026. However, after the merger of villages and residential groups, the number of villages in the commune decreased from 14 to 7, and the team of officials directly involved in the verification also changed, so the progress was prolonged.

The disbursement of support for people is the responsibility of the locality. However, verification work must be carried out in accordance with procedures to avoid errors" - Mr. Tien said.

According to Secretary of the Party Committee of Hoa Hoi commune - To Hieu Trung, in addition to verifying with damaged households, officials also compare information with neighboring households to ensure the objective and accurate determination of the extent of damage. "Currently, working groups are urgently deploying, hoping people will share so that the locality can complete the review and payment of support as soon as possible" - Mr. Trung said.

About 200 complaints after post-storm support spending

On the night of November 6, 2025, storm No. 13 swept through the eastern area of Gia Lai province, causing heavy damage to people and property. Tens of thousands of houses were damaged, hundreds of boats were destroyed, tens of thousands of hectares of crops and aquaculture areas were completely lost... Total damage is estimated at nearly 5,900 billion VND.

After the storm, more than 500 billion VND from the central and local budgets was allocated to 61 communes and wards to support people to restore livelihoods. Policies were issued in a timely manner, and resources were also quickly transferred to the grassroots level. But from policies to actual payments, there are still difficult-to-explain gaps.

Some households lost 150 mango trees and only received support of more than 2 million VND; some households damaged dozens of coconut trees and received several hundred thousand VND; some people have been confirmed damage but are still "outside" the policy. Behind about 200 complaints are the discrepancies in the process of implementing post-storm support policies.
