Mr. Nguyen Van Doat - Vice Chairman of Dien Bien Provincial People's Committee has just approved the policy and expected funding for the project to build technical infrastructure for the Provincial Innovation Center phase 1. The Department of Science and Technology is assigned to be the project implementation agency.
The project belongs to group C, implemented from 2026 - 2028. The total estimated cost is 60 billion VND, allocated from the state budget for regular expenditures on science, technology, innovation and digital transformation.
According to the estimated implementation cost, 2026 is 20 billion VND and 2027 is 40 billion VND. In the total investment structure, most of the budget is allocated for equipment equipment of more than 46.5 billion VND, and construction costs are nearly 8 billion VND.

The goal of the project is to form a provincial-level innovation technical infrastructure capable of integrating data, training digital human resources, producing digital content and incubating technology businesses.
A notable highlight is that the center will be closely linked to 3 areas considered to be Dien Bien's strengths, including: digital agriculture and forestry, vocational education and digital content production (Studio - UAV - VR).
In the period 2026 - 2028, the project aims to organize a coworking space and incubate for about 20 to 30 startups. The project also aims to train digital skills for 6,000 - 9,000 people.
The project will renovate and upgrade the project including 2 existing 3-story buildings to put into use with 18 to 20 synchronous functional rooms. Along with that is investing in equipping synchronous information technology equipment.
