On June 11, 2026, the Investigation Police Agency of Phu Tho Provincial Police issued a decision to prosecute a criminal case for the crime of "Infringing upon copyright and related rights" under Article 225 of the Penal Code.
At the same time, functional agencies conducted searches of many locations in Hanoi and Phu Tho, which are headquarters of computer business companies providing software installation services.
Through investigation, the Economic Police Department of Phu Tho Provincial Police discovered that Song Lam Trading and Service Co., Ltd. (address No. 2371, group 92, zone 8, Nong Trang ward, Phu Tho province) directed by Ms. Nguyen Thi Thanh Huyen (born in 1981) provided 81 computers to many businesses and units in the province.
Expanding the verification at an educational institution, the police force continued to discover 350 more computers managed and used by the school showing signs of activating illegal software copyright.
The entire number of computers was identified as being provided by Athena Vietnam Information System Co., Ltd. (address: alley 420 Khuong Dinh, Khuong Dinh ward, Hanoi, from April 2025 changed to ATHENA Vietnam Information System Joint Stock Company) and Tek-Solution Technology Solutions Co., Ltd. (address: No. 2, alley 64/51 Vu Trong Phung, Thanh Xuan ward, Hanoi).
According to the investigating agency, the legal copyright value of the Windows operating system and Microsoft Office application suite on the market ranges from 4 - 9 million VND/computer.
With the number of violating machines detected, direct damage to rights holders is estimated at tens of billions of VND.
According to public information on the National Bidding Network System, two units including Athena Vietnam Information System Co., Ltd. and Tek-Solution Technology Solutions Co., Ltd. have won many bidding packages in Phu Tho.
On August 11, 2025, Director of the Center for Research, Investment Consulting and Financial Services under Phu Tho Department of Finance Nguyen Kim Phuong signed a decision approving the results of online contractor selection for the package "Procurement of desktop computers, laptops, office printers". The package price is VND 11,542,094,000.
Tek-Solution Technology Solutions Co., Ltd. won this bid with a price of 10,073,900,000 VND. The contract implementation period is 45 days.
Previously, on September 23, 2024, Director of the Information and Consulting Center on Assets and Financial Services Nguyen Ha Phuong signed Decision No. 65/QD-TTTV approving the contractor selection results for the package "Procurement of desktop computers, laptops, office printers". The package price is 10,882,440,000 VND.
Accordingly, Athena Vietnam Information System Co., Ltd. won this bid with a price of 9,969,825,000 VND. The contract implementation period is 60 days.
