Lao Dong Newspaper once had a series of articles: "WB intervenes, 24 billion VND "treatment" package in Hoa Binh canceled, forced to re-bid" mentioning the process of package No. 15, belonging to the WB8 dam repair and safety improvement project in Hoa Binh province (old) being canceled and forced to re-bid.
Immediately after that, Hoa Binh Provincial People's Committee (old) issued a document affirming that the Investor, the Project Management Board for Investment and Construction of Agricultural and Rural Development Works (now merged into the Project Management Board for Investment and Construction of Hoa Binh area), will be fully responsible before the law and the Chairman of the Provincial People's Committee for violations in the bidding of this project.
Regarding this project, recently, Vice Chairman of Phu Tho Provincial People's Committee Dinh Cong Su signed a decision to adjust the total investment to reduce from more than 445 billion to more than 302 billion VND.
In which, the cost of building equipment decreased by more than 78 billion VND; contingency costs decreased by more than 40 billion VND; construction investment costs decreased by more than 13 billion VND...
Also according to the above Decision, Phu Tho Provincial People's Committee adjusted the capital structure in the direction of reducing World Bank loans from 395 billion VND to 264 billion VND.
The Provincial People's Committee assigned the Department of Agriculture and Environment to be responsible for the appraisal results, legal basis, and content submitted for approval; and store project documents.
At the same time, according to the assigned functions and tasks, guide, inspect, and supervise construction investment activities for the contents approved in this Decision.
The Provincial People's Committee also assigned the Hoa Binh Regional Project Management Board to be responsible for the proposed content and legal basis for implementing project adjustments; ensuring that project adjustments do not affect the objectives and investment efficiency of the project.
